The problem

Why the nationalisation report looks on track until it is too late to hire

A government-owned electricity and water utility commits to national-workforce targets: a share of nationals overall, in leadership, in engineering and in technical grades, each with a date. Every quarter the workforce reporting team rebuilds the same report by hand — the HR system extract, payroll, the graduate programme's spreadsheets — and argues the definitions again: do trainees count, do secondees, who counts an acting appointment. Counting errors such as trainees coded as permanent or staff duplicated after a transfer become government figures.

Worse, the report counts last quarter. The board sees a company total that looks close to target while one department falls further behind, because the graduates, trainees, accepted offers and sponsored students already in the pipeline sit in the talent team's spreadsheets, and the retirements sit in the pension file. Nobody joins them into a date. And a utility's private subsidiaries carry a cash rule of their own: from July 1, 2026, each skilled role left without an Emirati costs AED 10,000 a month.

One case, step by step

One quarter, from the month-end extract to a signed government report

Lumina Utilities, a government-owned electricity and water utility, has 6,480 people and a target of 48 % nationals on December 31, 2027. It is Tuesday, October 13, 2026; the HR extract is September 30, and the Q3 government report is due October 31. Here is the quarter, screen by screen, in the working solution.

  1. 01Overnight, 02:10–02:24

Every department is a gauge, forecast to the target date

Noura Al Hammadi · Workforce reporting lead

Noura owns the quarterly government report. By the time she opens the board, five agents have run on the month-end extract. The company dial reads 43.9 % today and 47.6 % forecast on Dec 31, 2027 against 48 % — 0.4 points short, which looks close. Behind it, Engineering & Projects is forecast at 33.6 % against 40 % and IT & Digital at 27.7 % against 30 %; Distribution is at risk at 47.3 % against 48 %.

“The company total is 0.4 points short and looks close. Behind it, 2 departments are short and 1 is at risk: Engineering & Projects needs 41 more national hires.”

  2. 02Before anything is counted

The count reconciles to payroll, and 8 national records are corrected

    Headcount reconciler

6,503 active HR records, less 12 secondees out (counted by the host) and 11 interns under six months, gives 6,480 — the same as September payroll. Of 2,854 nationals in the extract, 6 technician trainees were coded as permanent grade 6 and 2 employees sat in two departments after the September transfers, so 2,846 are counted: 43.9 %. Four nationality updates without a document reference stay open until the evidence arrives.

“HR records are never edited by an agent; fixes go to HR systems.”

  3. 03Grade bands

The grade band at risk, and women among nationals

    Target forecaster

One switch turns the board from departments to grade bands. Professional & engineering, grades 9–11, is forecast at 39.5 % against 42 % — 57 hires short; middle management, grades 12–14, at 63.0 % against 65 %. Under each band are the national women: 1,012 of 2,846 nationals (35.6 %), and 14 of the 57 national senior leaders.

  4. 04One click on the gauge

The bridge shows why Engineering & Projects is short

Noura Al Hammadi · Workforce reporting lead

189 of 612 staff are nationals today, 30.9 %. The pipeline adds 19 graduate engineers, 11 technician trainees, 9 accepted offers and 5 sponsored students; 7 retire, 7 resign at the 3-year rate and 4 transfer out. That is 215 of the 640 planned on Dec 31, 2027 — 33.6 % against the 256 that 40 % requires. Every bar cites its source, and the conversion and resignation rates under the bridge can be changed to see it move.

“41 national hires beyond the pipeline. 215 forecast against 256 needed (40 % of 640).”

  5. 05The pipeline

51 nationals already on their way into Engineering

    Pipeline tracker

The pipeline tracker reads the graduate engineer, technician development, sponsorship and recruitment records: 22 graduate engineers finishing Jun–Sep 2027 at 86 % past conversion, 14 technician trainees finishing Mar 2027 at 79 %, 9 accepted offers joining Nov 2026–Jan 2027 at 96 %, and 6 sponsored students graduating Jun 2027 at 83 %. Each person lands on a timeline, and counts only once they hold a permanent role.

Pipeline tracker: never ranks individuals, never makes or withdraws an offer.

  6. 06The departures

Retirements by date, resignations only as a rate

    Exit forecaster

Seven Engineering nationals reach pension eligibility before the target date, three of them in grades 13–14 — which is where the middle-management gap of 3 comes from; knowledge handover plans are with Aisha Al Ketbi. Resignations are a 3-year rate by grade, 3.2 % a year weighted, so 7 by Dec 2027. Four transfers out, approved on Sep 14, count in the receiving departments from Nov 1.

“Resignations are forecast as rates by grade, never for a named person.”

  7. 07Calculate hires to close the gap

    41 hires, 47 offers, about 6 a month

    Target forecaster

The forecaster shows its working step by step. The gap of 41 splits into 24 professional and engineering hires, 14 technical and 3 middle management. At the 87 % offer-to-start rate that is 47 offers; time to start averages 4.5 months, so the last offer that counts is mid-July 2027 — about 6 a month, November to June. 32 of the 41 fit expatriate contracts ending in 2027, so only 9 need growth headcount.

“32 expatriate contract ends in 2027 fit these roles · 9 need growth headcount (28 in the plan).”

  8. 08The plan

The Executive Director approves his own hiring plan

Eng. Khalid Al Mazrouei · Executive Director, Engineering & Projects

The hiring plan lists the 41 hires by grade and role family — 9 electrical, 6 mechanical, 5 civil and 4 project controls engineers, 8 electrical and 4 instrumentation technicians, 2 in CAD draughting, 3 project managers — the offers by month and every position each hire fills. With the plan, the gauge reaches 40.0 %: 256 of 640. Eng. Khalid signs with the meaning of his approval.

Meaning of the signature: “I approve this hiring plan for my department.”

    Report writer

Reference HC-NR-2026-Q3, to the Government Human Resources Office, in the office's quarterly template: summary, nationals by department, by grade band and gender, the development pipeline, the forecast to Dec 31, 2027 with its actions, and data notes. Every figure carries a citation chip; click one and the source rows open. Margin notes show what changed since Q2 — the company rate 43.6 % → 43.9 %, +35 nationals.

“Conversion from the last three cohorts; a person counts only once in a permanent role.”

  10. 10Signed and submitted

Mariam signs, and the report version is frozen

Mariam Al Suwaidi · Director, Human Capital

“Check every figure” traces all 34 figures to their source rows and confirms the departments and grade bands sum to 6,480 and 2,846. Mariam signs HC-NR-2026-Q3 with the meaning “I approve this report for submission”, the version is frozen, and she submits it to the Government Human Resources Office. The Engineering plan and its board note go to the board on November 4.

Agents draft and check; only the Director of Human Capital signs and submits.

Headcount reconciler

Reads the month-end HR extract, the payroll register and the org structure, applies Lumina's counting rules — trainees after conversion, secondees by the host, interns under six months excluded — reconciles headcount to payroll and lists every exception with its effect on the national count.

  • Read-only access to HR records
  • Never changes a nationality field — flags it with the evidence needed
  • Every figure carries its row set
Pipeline tracker

Reads the graduate engineer, technician development, sponsorship and recruitment records, takes each national's department, expected finish or start date and source, and weights each source by the conversion of the last three cohorts.

Ask in plain words

Ask about any department, grade or forecast

Ask about any department, grade or forecast, in plain words — or say what to change. Every answer points to its source rows.

Why is Engineering & Projects short of its 2027 target?

The pipeline is too small for a department that is growing. 189 of 612 are nationals today (30.9 %). 44 are expected to count by Dec 31, 2027 — 19 graduate engineers, 11 technician trainees, 9 accepted offers and 5 sponsored students — but 18 leave: 7 retirements, 7 resignations at the 3-year rate and 4 approved transfers. That gives 215 of the 640 planned, 33.6 % against 40 %: 41 short.

How many national hires does Engineering need, and by when?

41 hires beyond the pipeline: 24 engineers (grades 9–11), 14 technicians and 3 managers. At the 87 % offer-to-start rate that is 47 offers, about 6 a month from November to June; time to start averages 4.5 months, so mid-July 2027 is the last offer that counts. 32 of the roles open as expatriate contracts end in 2027, so only 9 need the growth headcount already in the plan.

What changed in the Q3 report since Q2?

Company rate 43.6 % → 43.9 % (+35 nationals, +28 staff). IT & Digital gained most (+0.8 points, 5 offers started). Engineering & Projects stayed at 30.9 %, but its forecast fell from 34.2 % to 33.6 % after 4 transfers out were approved on Sep 14. 8 national records were corrected before counting.

Alert department heads when a forecast drops more than 1 point

Done. New alert: “A department's forecast at its target date drops by more than 1 point in a month → email the Executive Director and Mariam Al Suwaidi.” It would have fired for no department this month (Engineering & Projects fell 0.6 points). You can change it in Settings.

Questions

What Human Capital and government reporting teams ask us.

What is workforce nationalization reporting?

It is the work of counting nationals in a workforce against the targets a government sets — overall, by department, by grade and by gender — and reporting it, usually every quarter. Workforce Nationalization Reporting does that count continuously with evidence, forecasts every department and grade at its target date, and drafts the government report with every figure cited.

How does the Emiratisation forecast work?

For each department and grade band it takes the nationals counted today, adds the graduates, trainees, accepted offers and sponsored students in the pipeline — weighted by the conversion of the last three cohorts — and subtracts retirements, resignations at aggregate rates and approved transfers. The result is set against the target on the planned headcount at the target date, and refreshed after every month-end extract.

How does it calculate the national hires needed to close a gap?

The target forecaster splits the gap by grade, divides by the offer-to-start rate to get the offers, schedules them by month given the time to start, and matches the hires to expatriate contract ends before growth roles. In the sample case Engineering & Projects needs 41 hires, 47 offers about 6 a month to June 2027, and 32 of the roles open as contracts end.

Who counts toward the nationalisation rate?

That is a setting, and every figure shows the rule applied. In the working solution trainees count only after conversion to a permanent role, secondees are counted by the host, interns under six months are excluded, an acting appointment to a senior role counts on the substantive holder, and in a private subsidiary Emiratis paid under AED 6,000 a month are not counted, under the federal rule from July 1, 2026.

Does it predict which employees will resign?

No. Resignations are forecast only as aggregate rates by grade, never for a named person. Retirements come from pension-eligibility dates, and expatriate contract ends are shown as positions, not names.

Does it cover a utility's private subsidiaries?

Yes. A private subsidiary sits in its own tile with the federal private-sector rule — 10 % Emiratis in skilled roles by Dec 31, 2026 — and the contribution at risk. In the sample, Lumina Energy Services LLC has 24 Emiratis, 27 with 3 offers, against 29 required: AED 240,000 a year unless 2 more start by Dec 31.

Do people stay in control of the report and the hiring plans?

Yes. The agents read HR data, forecast and draft; they never edit an HR record, make an offer or submit. The Director of Human Capital signs and submits every report, each Executive Director approves their own hiring plan, and a change to a target needs the Director's approval.

How long does it take to go live?
