What is Air Waybill Data Validation?

Air waybill data validation checks the master air waybill (FWB) and house manifests (FHL) a forwarder sends against the booking, the houses, the invoice and customs rules before the airline accepts the shipment. Air Waybill Data Validation adds agents that compare every field, propose each correction with its source and draft the question to the forwarder, while the cargo acceptance agent approves, holds and accepts.

The problem

Why air waybill data validation still happens by eye at the acceptance counter

Before an airline accepts a shipment, the forwarder sends the master air waybill as an FWB and, for a consolidation, the house manifests as FHLs. Those messages become the CBP ACAS filing for flights into the US, the ICS2 filing for the EU, the load plan, the security record and the freight bill. Today the cargo acceptance check is done by eye against the booking, with a format checker that answers with a rejection code. The forwarder learns that a message failed, not what the right value is.

So the same errors slip through or bounce back: a master that does not add up to its houses because a house arrived late, a description that says only "spare parts", a missing 6-digit HS code, a consignee with no telephone. Once the RCS is sent, the FWB can no longer change. What was missed becomes a customs referral, an advance-information penalty or freight that flies unbilled, and CBP's enhanced ACAS rule adds mandatory data at the lowest air waybill level, enforced from May 1, 2027.

One consolidation, from received to accepted — air waybill data validation screen by screen

Thursday, October 15, at São Paulo Guarulhos (GRU). Corvane Airways flight CV 950 to New York JFK leaves at 23:10, with acceptance cut-off at 19:10. Andara Freight Brasil has sent master 951-48213395 with four houses. Here is what happens next in the working solution.

  1. 0114:52

What needs her today, closest cut-off first

Renata Alves · Cargo Acceptance Agent, GRU

Since 06:00 the agents have checked 64 master waybills and 212 houses for tonight's five departures; 41 are clean. Fourteen need Renata, with 18 corrections proposed, six are waiting on forwarders and three are held. The first cut-off is CV 126 to Madrid at 16:55. At the top of her list: 951-48213395 on CV 950 to JFK, master 16 pieces, houses 18, four corrections.

House Reconciler: “951-48213395: the four houses add up to 18 pieces, the master says 16. One house arrived after the master.”

  2. 02One click

The waybill as the familiar form, with an x-ray over it

Renata Alves · Cargo Acceptance Agent

The e-AWB opens laid out as the IATA air waybill form. Each field carries a quiet tick where it agrees with the booking, the houses and the shipper's history, and a question mark where it does not. The strip above shows the flight, a 787-9 into the US, 16 pieces on the master, 2,612.0 kg, the CBP ACAS filing that goes on acceptance and four corrections. Beside the form is the conversation with the agents.

“Fields marked with a tick agree with the booking, the houses and the shipper's history.”

  3. 0314:46 to 14:47

    Master and houses, added up

    Message Reader and House Reconciler

The Message Reader read the master FWB, four house FHLs, booking FFR and commercial invoice CI-SA-20931: 41 fields to check. In the Houses view the sum is plain: 5 + 7 + 4 + 2 = 18 pieces and 2,840.0 kg, against 16 pieces and 2,612.0 kg on the master. House ANDGRU-77143 arrived at 13:05, after the master was sent at 11:52, and the master was never updated.

The House Reconciler never adds or deletes a house; it reports the difference.

  4. 04Every number

The source passage, one click away

Renata Alves · Cargo Acceptance Agent

Each correction carries numbered sources. A click opens the passage itself: here the FHL for house ANDGRU-77143, with 2 pieces and 228.0 kg highlighted, received at 13:05:41. Renata can trust the correction without opening the messaging hub, the booking system and the invoice herself.

“Messaging hub · received 13:05:41 · the master FWB (11:52) was not re-sent.”

  5. 0514:48 to 14:51

Four corrections, and a second agent checks each one

Booking Matcher, Code Checker, History Checker and Challenger

The booking says 18 pieces and 2,850 kg, so the houses are within 0.4%; corrected, the weight charge at the booked Q rate of $2.85 per kg rises from $7,444.20 to $8,094.00. House 77142 says only “SPARE PARTS” with no HS code; the invoice reads hydraulic pump assemblies, so 8413.60 fits, but the shipper classifies its own goods. House 77141 has no consignee telephone; three past filings give +1 937-555-0147. The Challenger re-derived all four from the sources and agrees.

Challenger: “On 77142, 8413.60 is likely; 8413.70 if the pumps are centrifugal, so the forwarder must say.”

  6. 0614:53 to 14:56

She approves two fixes and sends one question

Renata Alves and the Forwarder Liaison

Renata approves the master's pieces and weight at 98% confidence and the charge that follows, $649.80 more. The Forwarder Liaison has already drafted one question to Luiza Costa at Andara covering houses 77142 and 77141: what is wrong, the value the agents propose and why. Renata sends it and holds the shipment with reason H2, awaiting forwarder data.

The Forwarder Liaison never sends without a person and never accepts a shipment.

  7. 0715:40

Andara answers; the agents re-check on their own

    Forwarder Liaison

Luiza Costa replies and re-sends the two FHLs. The agents read them and re-check step by step: “HYDRAULIC PUMP ASSEMBLIES FOR AGRICULTURAL TRACTORS” with HTS 841360, precise and six digits; the consignee telephone, matching three past filings. The Challenger agrees: gear pumps, so 8413.60. The customs filing is ready with 18 pieces, 2,840.0 kg and four complete houses.

Forwarder Liaison: “Every field now agrees. Accept, and clear the H2 hold?”

  8. 0815:44 · Accepted

Accepted and signed: the RCS goes, the ACAS filing goes right

Renata Alves · Cargo Acceptance Agent

Renata accepts and signs. The H2 hold clears, because the data it waited for arrived and was re-checked; the RCS goes to the cargo management system and the ACAS filing goes to CBP with 18 pieces and both house corrections. Four errors were fixed before acceptance, while the FWB could still change, and $649.80 of freight was billed that would have flown free.

“After this, the FWB can no longer change.”

  9. 09Meanwhile

Holds closest to cut-off, with the agents' advice

Tomás Ibarra · Cargo Operations Supervisor, GRU

Three other shipments are held. On 951-48209910 to Madrid, Pinehurst has not answered a question about Verified Known Consignor status since 11:05, and the Forwarder Liaison suggests offloading to tomorrow's CV 126 if there is no answer by 15:55. Release and offload take a reason code and need the supervisor role: an acceptance agent sends the request to Tomás, and he decides.

“The agents never release, accept or offload a shipment; at 60 minutes before cut-off they alert Tomás Ibarra.”

Fixing it at the source: a coaching letter for the forwarder

Daniel Whitcombe · Cargo Data Quality Lead

Andara Freight Brasil is at 84.1% first time right over 30 days, against a 97% goal. The Data Quality Coach found its masters sent before their last house 41 times, including 951-48213395 today, and drafts a plain letter to Luiza Costa with three repeat mistakes, each with a real example and the fix. Nothing is sent until Daniel approves.

Data Quality Coach: “Suggest Andara sends the master last.”

Seven agents check every field against five records and check each other; the acceptance agent decides.

Message Reader

Reads every FWB and FHL message, in Cargo-IMP and Cargo-XML, the FFR booking and the commercial invoices forwarders attach, and extracts every field with its source line.

  • Read-only: never edits or re-sends a message
Booking Matcher

Compares pieces, weight, volume, route, flight and rate with the booking, within the tolerances in Settings, and recomputes the charge at the booked rate.

  • Never re-books or changes a rate
  • The tolerances come from Settings
House Reconciler

Adds up the house air waybills against the master and finds late, missing and duplicate houses, including a house that arrives after acceptance.

  • Never adds or deletes a house
Code Checker

Checks HS codes, vague descriptions, special handling codes, airport codes, the air waybill check digit and duplicate numbers, the CBP ACAS and EU ICS2 elements, and words that suggest dangerous goods.

  • Never classifies goods for a shipper
  • Never decides dangerous goods: hands them to DG acceptance
History Checker

Compares parties, addresses, telephones and Known Consignor status with 24 months of the shipper's filings.

  • Suggests only: new party data is confirmed by the forwarder
Forwarder Liaison

Drafts the exact question to the forwarder, tracks the reply against cut-off, reads the re-sent message and starts the re-check on its own.

  • Never sends without a person
  • Never accepts or releases a shipment
Challenger

Re-derives every proposed correction from the sources on a separate model; when it disagrees, the correction goes to a supervisor with both arguments.

  • Cannot approve
Data Quality Coach

Scores forwarders, finds their repeat mistakes, drafts monthly coaching letters with real examples and maps each forwarder's IATA ONE Record readiness.

  • Never sends a letter without the Data Quality Lead
Acceptance agent

Decides every correction; a supervisor signs disagreements and releases holds. The agents propose; a named person decides.

Ask in plain words

Ask about any waybill, house, forwarder or rule

Ask in plain words, or tell the agents what to do. Every answer points to the message, record or rule it came from.

Why is 951-48213395 not accepted yet?

The master says 16 pieces but its four houses add up to 18, and two houses lack data CBP needs: a precise description and HS code on 77142, and the consignee telephone on 77141. Two corrections are yours to approve; two need Andara.

Why 8413.60?

The invoice describes gear-type hydraulic pump assemblies; HS 8413.60 covers rotary pumps, which include gear pumps. The Challenger notes 8413.70 if they were centrifugal. The shipper classifies its own goods, so I asked rather than changed it.

Which forwarders miss HS codes most?

Tiberon Express (79.6% first time right; “general cargo” or no HS code is 61% of its errors) and Bluewater (4-digit codes on EU flights). A coaching letter for Tiberon is ready to draft.

What does CBP require on each house now?

ACAS needs the air waybill number, pieces, weight, a precise description and the shipper and consignee. The Nov 21, 2025 rule adds the consignee telephone and email, the pick-up location, the ship-to party and Verified Known Consignor status, enforced from May 1, 2027.

Questions

What airline cargo teams ask about air waybill data validation.

How is this different from an FNA rejection?

An FNA tells the forwarder that a message failed, often without saying what the right value is. FWB and FHL validation here goes past the format: the agents propose the value itself — 18 pieces and 2,840.0 kg instead of 16 and 2,612.0 — with the passage it came from and a confidence, and when only the forwarder can answer they draft the exact question.

How does it check the master air waybill against its houses?

The House Reconciler adds up every FHL against the master FWB and finds late, missing and duplicate houses. The Booking Matcher compares pieces, weight and volume with the booking within your tolerances, and the charge is recomputed at the booked rate when the weight changes.

Does it check the enhanced ACAS and ICS2 data elements?

Yes. Every master and house is checked against the CBP ACAS data elements, including the enhanced ACAS consignee telephone and email and Verified Known Consignor status, and against EU ICS2 house-level data such as a 6-digit HS code and a precise description. A description such as “spare parts” or “general cargo” is flagged.

Does the AI classify goods or decide dangerous goods?

No. The agents may suggest an HS code from the invoice, but the shipper classifies its own goods, so the agents ask the forwarder. A description that suggests dangerous goods, such as power banks shipped as general cargo, is handed to DG acceptance, and a person there decides.

Can an FWB be changed after the RCS?

No. Once the RCS (ready for carriage) message is sent, a new FWB is no longer accepted, which is why the corrections happen before acceptance. If a house still arrives late, the House Reconciler flags it and gives the procedure: the station records it by FSU and the charges are adjusted by a correction notice.

Do people stay in control of acceptance?

Yes. A named person approves, edits or rejects every correction with a reason, sends every question and accepts every shipment. The Challenger checks every correction, a supervisor signs disagreements and releases holds, and tolerances, reply times and reason codes are settings, versioned and logged.

How long does it take to go live?
