What is Binding Restriction Management?

A temporary stop on binding new business, coverage increases and similar changes in an area threatened by a hurricane, wildfire or severe hail, set under the carrier’s binding authority rules. Binding Restriction Management draws it by county and ZIP code from the advisory or perimeter, gets it signed, tells every agent who writes there, and lifts it ZIP by ZIP.

The problem

Why binding stops too late, too wide, and is hard to lift

The watch goes up at 11:00. The operations manager, the cat underwriting lead and agent communications agree a county list by email, and the underwriting bulletin goes out around 14:00. In those three hours agents keep binding inside the cone. To be safe, many carriers suspend the whole state or whole tiers of counties — and stop quotes in ZIP codes the storm will never reach. Then the agent desk takes the calls: “does this include my ZIP?”

After the storm, the state orders arrive as PDFs with county or ZIP code lists, windows that start before the order was issued, and duties to withdraw notices already mailed. Nonrenewal and cancellation print runs are monthly and automatic. One notice mailed into a moratorium area is a market conduct problem, and the lift — ZIP by ZIP, as damage reports come in — runs on the same spreadsheet.

One hurricane watch, from advisory to lift

Monday 12 October, 11:00 AM EDT. The National Hurricane Center puts a Hurricane Watch on Florida’s Gulf Coast. Here is what happens at Brackwater Mutual, a fictional carrier with 412,600 Florida policies, screen by screen in the working solution.

  1. 0111:00 · Advisory 14

The advisory, already on the map

    Event watcher

Hurricane Delphine, Category 2 at 105 mph, landfall forecast Wednesday 8 AM near Venice. Advisory 14 puts a Hurricane Watch from Boca Grande to Aripeka, including Tampa Bay, and a Tropical Storm Watch either side. The event watcher read it at 11:02 and mapped it to 97 ZIP codes. The map shows one hexagon per ZIP code, the cone and its dated track, and a scrubber back through Advisory 12 (cone only) and Advisory 13 (watches likely).

Advisory 14 put six counties under a watch at 11:00.

  2. 0211:06

Lasso the counties, see the dry run

Dana Whitfield · Underwriting operations manager

Dana lassos Pasco, Pinellas, Hillsborough, Manatee, Sarasota and Charlotte. With Snap to the watch on, the selection snaps to the 97 ZIP codes the watch covers; 50 lassoed inland ZIP codes stay open. Before anything applies, the dry run counts 214 quotes stopped, 37 coverage increases held, 1,186 renewals at the same terms that go ahead, 141,870 policies in force and $52.4B insured value inside — and 386 agents in 91 agencies to notify.

The same storm, drawn wider: this selection 214 quotes · county-wide 263 · statewide 1,042.

  3. 0311:21 · Drafted

    BR-2026-031, checked step by step

    Six agents

Dana drafts restriction BR-2026-031 from the map. The checks run in view: the watch breakpoints mapped to ZIP codes, the exposure counted, binding authority rules section 4 applied, four exception requests routed to Tom Reyes — two meet §4.3 or §4.5, two do not — the agent list and notice drafted, and active state orders checked. The Calder order covers Citrus and Hernando, outside this restriction: no conflicts.

    Two signatures, and binding stops

Marcus Oyelaran · Catastrophe underwriting lead

Dana signs at 11:34. Marcus co-signs from his phone at 11:36. The rules are on the restriction line by line: new business, auto physical damage on new business and added vehicles, coverage increases and deductible decreases suspended; renewals at the same terms and replacement vehicles continue; replacements with no lapse and change requests signed before the watch go to an underwriter.

“Live at 11:38 — 38 minutes after the advisory. The quoting system stops new business in 97 ZIP codes; 386 agents were told at 11:39.”

  5. 0511:38

Every held quote, on one list

Tom Reyes · Personal lines underwriter

251 quotes and changes are held: 214 new business quotes and 37 coverage increases, each with the insured, the location, the agency, the line, Coverage A, premium and effective date. Four are marked “Exception requested” and wait for Tom.

  6. 06Exceptions

Each exception, with the rule that decides it

Tom Reyes · Personal lines underwriter

Brandt Oduya in Port Charlotte was nonrenewed by his prior carrier on 10 October and asks to bind from 12 October. The drafter finds that §4.3 requires no lapse, and a two-day gap is a lapse. Rosa Delgado in St. Petersburg, replacing a policy that expires 15 October with no lapse, meets §4.3. The Matsudas’ purchase closing in Bradenton is new business, not a replacement: the quote and rate are kept until the ZIP code lifts. Tom decides; the reason goes to the agent and the record.

“Recommended: decline, keep the quote held — §4.3 requires no lapse; a two-day gap is a lapse.”

  7. 0711:39 · Sent

A notice each agent can read in one look

Lena Castillo · Agent communications specialist

The notice goes to 386 agents in 91 agencies by email, as an agent portal banner and as a quoting stop by ZIP code. It says what is suspended, what agents can still do, and lists the ZIP codes. In 40 minutes 291 had opened it, and the agent desk took 14 calls. Agents who have not opened it get a resend.

“Last season’s bulletin by email drew about 300 calls asking ‘does this include my ZIP?’”

  8. 08The moratorium

A state order, read and cited to its paragraph

Hannah Lowe · Regulatory compliance counsel

The August storm, Hurricane Calder, left Florida Emergency Order 418290-26 in force: 11 counties, no cancellation or nonrenewal — or notice of one — from 24 August to 9 December, a window that starts before the order was issued. The order reader extracts the area, window, freezes, exception, rescind duty, the 90-days-after-repair rule and grace periods, each line cited. Hannah confirmed the scope before the guard enforced it.

¶5: notices issued or mailed 24–26 August are withdrawn; reissue on or after 9 December.

  9. 09Before 22:00

Tonight’s print file, checked before it mails

    Moratorium guard

The guard opens tonight’s print file of 1,904 notices and matches every notice to the active orders by ZIP code and date. It holds 12 — nine Florida nonrenewals in Citrus, Hernando and Levy, three California nonrenewals under the Corral Ridge order — and releases the other 1,892 to the 22:00 print run. The Calder hold now stands at 67 notices; six already mailed are listed to rescind, and 63 repaired homes have their 90-day clock running.

0 notices mailed into a moratorium area.

  10. 10Thursday 05:00

    The lift, ZIP by ZIP

Dana Whitfield · Underwriting operations manager

The forecast for Advisory 22, Thursday 5:00 AM, drops the watch. A ZIP code lifts when the watch is discontinued, no warning or evacuation order is in force, damage is below 4 reported claims per 1,000 policies, and both people sign. The preview lifts 74 ZIP codes and keeps 23 around Venice, Nokomis, Englewood and Port Charlotte suspended for damage review. Agents get a resume notice with only their own ZIP codes and quotes.

Built on the engine

6 agents. Each with one job, and hard limits.

Six specialist agents map the watch, count the exposure, draft the rules and guard every notice; two underwriters sign.

Event watcher

Reads every NHC advisory, NWS and SPC outlook and wildfire perimeter, and maps watches, warnings and cones to counties and ZIP codes; proposes a scope change when a watch, warning or perimeter changes.

  • Never sets or lifts a restriction
  • Proposes a change at every advisory; a person signs it
Exposure counter

Counts policies in force, insured value, quotes in flight, change requests, renewals due and agents appointed inside any area drawn on the map — the dry run — with the same counts county-wide and statewide.

  • Read only — never changes a quote or a policy
Restriction drafter

Applies binding authority rules section 4 to the scope: what is suspended, what continues, what is referred. Flags each exception request with the rule that decides it and a recommendation, and drafts the lift when its conditions are met.

  • Never applies or lifts a restriction
  • Two signatures to apply and to lift
Agent notifier

Finds every agent appointed in a suspended ZIP code, drafts the notice, the portal banner per agency and the quoting stop, sends when the second signature lands and resends to agents who have not opened it.

  • Never sends before the restriction is signed
Order reader

Reads state emergency orders, bulletins and rules; extracts the area, the window, what is frozen, exceptions, notices to withdraw, damaged-home rules, grace periods and expiry, each line cited to its paragraph, and maps the area to ZIP codes.

  • Never decides an ambiguous scope — asks counsel
Moratorium guard

Before every print run, matches each cancellation, nonrenewal, nonreinstatement and conditional-renewal notice to active orders by ZIP code and date; holds those inside an order, lists mailed notices to rescind, and tracks 90 days after repair.

  • Never releases a held notice — counsel does
Operations manager

Applies and lifts; cat underwriting lead co-signs. The agents propose; a named person decides.

Ask in plain words

Ask about any ZIP code, restriction or order

The manager, the cat lead, underwriters and counsel can ask about any ZIP code, restriction, held quote or state order in plain words — or tell it what to change. Answers cite the advisory, the rule or the order paragraph.

Why are inland Hillsborough ZIP codes left open?

Because the watch is coastal. Advisory 14 puts the Hurricane Watch on the coast from Boca Grande to Aripeka, including Tampa Bay, and your rule suspends binding where a watch is in effect. With Snap to the watch on, 12 inland Hillsborough ZIP codes — Brandon, Valrico, Seffner, Dover, Thonotosassa, Plant City — stay open, and their 17 quotes keep writing. If Advisory 15 adds an inland warning there, the drafter will propose adding them for you to sign.

Add Lee County as refer-only

Lee is under a Tropical Storm Watch from Bonita Beach to Boca Grande. Your rule for a tropical storm watch is refer to an underwriter, not suspend. Lee’s coastal ZIP codes are added to the selection as refer-only: their quotes go to underwriters, none are stopped, and the quotes-stopped count does not change.

Which notices would breach the Calder order tonight?

Twelve, in tonight’s print file of 1,904. Nine Florida nonrenewals in Citrus, Hernando and Levy ZIP codes fall inside the order’s window to 9 Dec, and three California nonrenewals sit in Corral Ridge ZIP codes under the one-year moratorium. All twelve are held; nothing in a moratorium area will mail. The other 1,892 go to print at 22:00.

Draft the lift for ZIP codes with no damage

At Advisory 22 (Thursday 5:00 AM) the watch is forecast to be dropped. 74 ZIP codes meet your lift conditions; 23 around Venice, Nokomis, Englewood and Port Charlotte stay held while claims are above 4 per 1,000 policies. The preview is ready for you and Marcus to sign.

Questions

What underwriting and compliance teams ask us.

What is a binding restriction?

A temporary stop on binding new business, coverage increases and similar changes in an area threatened by a hurricane, wildfire or severe hail, set under the carrier’s binding authority rules. Binding Restriction Management draws it by county and ZIP code from the advisory or perimeter, gets it signed, tells every agent who writes there, and lifts it ZIP by ZIP.

How does it keep a binding suspension from being wider than the storm?

The manager lassos the counties under the watch and the selection snaps to the ZIP codes the watch covers; inland ZIP codes outside it stay open. The dry run shows the quotes it would stop next to the county-wide and statewide count — 214, 263 and 1,042 for Hurricane Delphine in the working solution.

Does it handle wildfire and hail as well as hurricanes?

Yes. Triggers are set by peril: hurricane and tropical storm watches and warnings, wildfire within a set distance of an active fire line or an evacuation order (10 miles in the working solution), and SPC outlooks for large hail. The log in the working solution includes a wildfire in California and hail in Texas.

How does it keep nonrenewals and cancellations out of a moratorium area?

The order reader extracts each state order’s area, window and rescind duties, cited to the paragraph, and counsel confirms the scope. Before every print run the moratorium guard matches each cancellation, nonrenewal, nonreinstatement and conditional-renewal notice to the active orders by ZIP code and date, holds those inside an order, lists mailed notices to rescind and tracks 90 days after repair.

How are agents told?

When the second signature lands, the agent notifier sends a notice to every agent appointed in a suspended ZIP code by email and agent portal banner, and stops quoting there. Each agency sees its own ZIP codes and held quotes, and agents who have not opened it get a resend.

Do people stay in control?

Yes. The agents propose, count, draft and check; they never apply, lift, send or release by themselves. The operations manager applies and lifts, the cat underwriting lead co-signs, an underwriter decides each exception, and compliance counsel confirms each order and releases held notices.

Can we use our own binding authority rules?

Yes. The restriction is drafted from your rules: triggers by peril, precision by ZIP code, county or state, what is suspended, continues or referred, who signs, how the notice goes out and how the moratorium guard works are all settings, versioned and on the record.

How long does it take to go live?

The Agentic Solution Engine builds and deploys it from your requirements and documents — your binding authority rules, agent territory lists, notice templates and past bulletins — and it goes live once every quality gate has passed. We will walk you through it on a past storm on your own book first.
