What is Curriculum Proposal & Catalog Management?

Curriculum Proposal & Catalog Management is curriculum management software in which agents check each course and program proposal before a curriculum committee votes. It drafts the proposal from the syllabus, checks credit hours against 34 CFR 600.2, measures overlap with other departments' courses, finds prerequisite loops and lists every program, prerequisite chain, transfer agreement and short-term program a change touches. Department chairs submit, committees vote, and only the Registrar publishes to the catalog.

The problem

Why one course change breaks a program the committee never saw

Curriculum management software is meant to carry a curriculum proposal from the department, through a college curriculum committee and the faculty senate committee, into the catalog of record. In most offices it checks that a field is filled, not that the credit-hour math, the overlap or the effect on other programs is right. A committee of faculty volunteers reads every packet by hand, on top of a full teaching load, in the weeks before each meeting.

A change to one course ripples. A program in another college loses credits, a prerequisite chain grows a term longer, a transfer agreement with a community college maps to a course that no longer exists. The break is usually found after the catalog is published, by an advisor or a transfer student. Meanwhile every credit hour must meet the federal definition in 34 CFR 600.2, and a public institution's catalog pages must meet WCAG 2.1 AA under the ADA Title II web rule.

One curriculum proposal, from the department to the committee's decision

CP-27-0418 takes CHEM 2410 Organic Chemistry I from 4 credits to 3 for the 2027–28 catalog and adds a new prerequisite. Here is what happens to it at Halden State University, screen by screen, in the working solution.

  1. 01Oct 20, 17:40

Every check runs before a person reads the proposal

    Six agents

Dr. Tomasz Varga submitted at 16:55, e-signed, after the Intake agent drafted all 14 fields from the 9-page syllabus, each with its page. In two minutes the Credit Hour, Impact, Overlap and Prerequisite agents ran, and the Packet agent placed it on the Oct 28 agenda. Each agent's plan, sources, confidence and hand-off are one click away.

  2. 02Oct 21, morning

The proposal as a blackline, beside everything it touches

Dr. Lena Szymanski · Committee chair

The proposed text sits struck and underlined against the 2026–27 catalog: credits 4 to 3, the laboratory moved to a new course, CHEM 2415, and CHEM 1220 added as a prerequisite. Beside it, one column lists what the change touches: 7 programs, 3 prerequisite chains, 2 transfer agreements with Brandvale Community College and 0 short-term programs, the worst first.

Agents recommend: send back (CC-03). BS Nursing falls below its minimum.

  3. 03The line on top

The federal credit-hour definition, checked for every term format

    Credit Hour agent

Three 50-minute lectures and a 50-minute recitation over 15 weeks give 3,000 of 2,250 contact minutes and 5,400 of 4,500 outside-work minutes, cited to 34 CFR 600.2 and the university's Policy AA-310 §2. The 6-week summer format passes too, so the line reads Passes.

  4. 04One click

Why the nursing program breaks, worked out rather than looked up

    Impact agent

The BS Nursing pre-nursing block falls from 62 credits to 58, below its 60-credit minimum in School of Nursing Policy NP-2.1. Nursing students take CHEM 1210 and never CHEM 1220, so under the new prerequisite they could no longer enroll in CHEM 2410. The agent lists every line of the block and proposes two fixes.

The credit change alone would leave 61.

  5. 05Same proposal

Chains at the limit, no loops, and an overlap below the memo threshold

    Prerequisite and Overlap agents

The longest chain, BS Biochemistry, runs CHEM 1210 → 1220 → 2410 → 2420 → BIOC 3100 → BIOC 4150: 6 of 6 terms, at the limit. Elsewhere in the cycle the agent found MATH 3310 and CS 3120 requiring each other and proposed the fix. Overlap with BIOC 2300 is 41%, below 50%, so no consultation memo is needed.

  6. 06Before the packet goes out

Sent back with a reason code and the agent's note

    Dr. Lena Szymanski

She returns version 1 with reason code CC-03, a program that depends on the course falls below its minimum. The note is drafted by the Impact agent and hers to edit; the Nursing impact note and the credit-hour worksheet are attached; Dr. Varga, Dr. Grace Oduya of the School of Nursing and Keisha Lindqvist, the articulation officer, are told. She e-signs.

v2 by Nov 4 reaches the Nov 11 meeting, before the Dec 1 deadline.

  7. 07Version 2

Revised with the agent's fix, and the checks run again

Dr. Tomasz Varga · Department chair

He applies fix A with the Intake agent: CHEM 1210 is enough for students admitted to the pre-nursing track. The checks re-run, the block reads 61 of 60, and the Brandvale pre-nursing agreement holds. Because he submitted it, the decision area stays locked for him.

You submitted this proposal, so you cannot decide it.

  8. 08Oct 28 agenda

The committee agenda assembled, consent and discussion

    Packet agent

The Packet agent assembled 23 items for the Arts and Sciences Curriculum Committee: 6 for discussion, each with a one-line finding, and 17 on the consent agenda under one motion. CHEM 2410 now reads v2, BS Nursing 61 of 60, ready. The chair approves the packet before it goes out on Fri, Oct 23 at 09:00.

  9. 09After the senate vote

The catalog changes only after a certified vote

    Elaine Marchetti-Rowe · University Registrar

38 changes wait to publish, approved by the senate committee on Oct 14, 14 for, 0 against, 1 abstaining, recorded by Monique Ferraro-Diaz and certified by Prof. Daniel Achterberg. For ENVS 3400 the catalog editor prepared the page, the Catalog agent checked it against WCAG 2.1 AA, and the Registrar publishes with an e-signature. CHEM 2410 stays locked until its votes.

  10. 10On the record

Every action, exportable for the accreditor

    Harold Nyberg · Accreditation liaison

The send-back, the version 2 resubmission and the agents' re-run sit at the top of 14,206 entries for the cycle, with who, what, when, why and the evidence, and agents marked. Nothing can be edited. The trail exports as a sealed accreditation pack with the credit-hour worksheets.

What does the CHEM 2410 change touch?

CP-27-0418 takes CHEM 2410 from 4 to 3 credits and adds CHEM 1220 as a prerequisite. The Impact agent found 7 programs, 3 prerequisite chains and 2 transfer agreements with Brandvale, and no short-term programs. One is below its minimum: the BS Nursing pre-nursing block falls to 58 of 60. The credit-hour check passes, 3,000 of 2,250 contact minutes, and overlap with BIOC 2300 is 41%.

Why does the Nursing block fall to 58?

Not because of the credit change: that alone would leave 61. Nursing students take CHEM 1210 but not CHEM 1220, so under the new prerequisite they could no longer enroll in CHEM 2410, and its 4 credits leave the block: 62 − 4 = 58, below the 60 in NP-2.1. The smallest fix: "CHEM 1220, or CHEM 1210 for students admitted to the pre-nursing track", which gives 61 of 60.

Which proposals need a consultation memo?

One is waiting for a reply: DATA 2100 (College of Engineering) matches 63% of STAT 2050's outcomes. The memo went to the Chair of Statistics on Oct 15; the reply is due Oct 29. ENGL 3700 (52%) has its reply: Communication supports a cross-listing. CHEM 2410 against BIOC 2300 is 41%, below the 50% threshold.

Is the Fall 2027 catalog on time?

486 proposals are submitted or drafting of about 1,150 expected; submissions close Dec 1. 95% reached committee complete on first reading. 4 are past the 15-day committee SLA, all escalated to Dr. Renata Ibsen-Clarke. 38 senate-approved changes are with the Registrar; the catalog goes live Mar 1, 2027 and must meet WCAG 2.1 AA by Apr 26, 2027.

Questions

What curriculum offices ask about curriculum management software.

How does a curriculum proposal move through the curriculum committee?

The department chair drafts it with the Intake agent and submits it with an e-signature. The agents run their checks, the Packet agent places it on the consent or discussion agenda, and the college committee chair sends it back, holds it for consultation or places it on the vote agenda, with a reason code. The college vote and then the senate vote are each recorded by one person and certified by another before the Registrar can publish.

How does it find every program a course change affects?

The Impact agent applies the proposed text and rebuilds every dependent program's requirement block, prerequisite path, transfer mapping and short-term program, rather than listing where a course code appears. In the sample cycle it walked 9,800 courses, 410 programs, 186 transfer agreements and 23 short-term programs in 41 seconds, and explained why the BS Nursing block fell to 58 of 60, citing the block's catalog text and the nursing policy.

How is the federal credit hour definition checked?

The Credit Hour agent reads the weekly pattern for every term format from the syllabus and totals contact, laboratory and outside-work minutes against 34 CFR 600.2 and the institution's credit-hour policy, for example 750 minutes of instruction and 1,500 of outside work per credit. It never passes a format without stated minutes; when a format falls short it says by how much and proposes the smallest fix. Short-term programs are checked for Workforce Pell clock hours and weeks.

Do people stay in control of the decision?

Yes. Agents draft, check and cite; they never submit, vote, send a memo, amend an agreement or publish. A committee chair cannot decide a proposal they submitted, the person who records a vote cannot certify it, and only the Registrar publishes, after a certified senate vote. Any override of the agents' recommendation takes a reason code.

Can we set our own curriculum rules and thresholds?

Yes. Minutes per credit, the overlap memo threshold, the prerequisite chain limit, program map length, agent confidence, committee SLAs, the calendar, connections and reason codes are all settings, saved as versions and recorded on the audit trail.

How does it handle student data under FERPA?

Impact checks use aggregate counts from the student information system only, and no student is named; counts under 10 are shown as "fewer than 10". Proposals, versions and votes are kept permanently, drafts never submitted for 3 years, and every export uses a redaction profile for the accreditor, a public records request or internal use.

How long does it take to go live?

The Agentic Solution Engine builds and deploys it from your requirements and documents, such as your credit-hour policy, your catalog, program requirements and a sample of past proposals, and it goes live once every quality gate has passed. We will walk you through it on your own proposals first.

See it on
