In short

What is EUDR Compliance?

EUDR Compliance is EUDR compliance software for EU operators that place cocoa, coffee, palm, rubber, wood, soya or cattle products on the market. Seven agents check every plot's geolocation, compare it with two 2020 forest maps and dated imagery, read the land documents and producer cards, trace each lot by bag seal, assess risk under Article 10 and draft the due diligence statement for TRACES. The EUDR compliance officer excludes plots, signs the risk conclusion and submits.

The problem

Why one bad plot can stop a whole shipment

From 30 December 2026, a large or medium operator that first places cocoa, coffee, palm, rubber, wood, soya or cattle products on the EU market needs a due diligence statement in the EU information system for each placement. Behind it sit the geolocation of every plot the goods came from, proof that none of that land was forest cleared after 31 December 2020, proof the goods were produced legally, and a risk assessment that ends in negligible risk. Today that proof is spread across supplier spreadsheets, KML files from cooperatives, a satellite tool, shared folders of land documents and a person retyping fields into TRACES.

The risk sits in what is found late. A polygon that crosses itself, a point sent for a 5-hectare plot, agroforestry cocoa flagged as forest loss, a plot with no land document on file, or one plot cleared in 2022 whose beans are already in the lot. A lot mixed with a single non-compliant plot cannot be declared, and today the lot is rebuilt by hand, bag by bag, while the vessel is booked. Without a valid statement the goods cannot be placed on the market or cleared by customs.

One shipment of cocoa, from a cleared plot to a filed statement

Shipment CI-2026-311: 18,400 kg of cocoa beans in 292 sealed bags from the Coopérative Agricole de Sassandra-Nord (CASN) in Soubré, Côte d'Ivoire, through Lagune Cacao Export SA. It loads at San-Pédro on 14 December on MV Celestine Bay; customs entry at Antwerp is planned for 6 January 2027, after the 30 December start, so it needs a statement. Here is Wednesday 14 October, screen by screen, in the working solution.

  1. 01Wednesday morning

The plots of the lot, over satellite images

Amélie Dubois · EUDR Compliance Officer

Amélie owns the due diligence system at Kestrel & Vane Foods B.V. Her plot check opens on the six shipments that need her, 77 days before 30 December, and on CI-2026-311: 23 plots, 71.6 ha, drawn over imagery of 6 October 2026. Beside the map runs the chain from plot to cooperative lot L-CASN-2610-07, to the exporter, the shipment and the statement. One plot, P-0458, is outlined in red.

On the chain: “Statement · Draft waiting for the lot · Cannot be filed while P-0458 is in the lot.”

  2. 02Overnight, 02:40–03:31

Seven agents ran on the lot, and show their plans

    The agents

The Geolocation agent found 23 of 23 plots valid after CASN confirmed the fix to P-0471's crossed ring and sent a walked polygon for P-0502, a 5.3 ha plot first sent as a point. The Forest agent clipped both 2020 forest maps to the 23 plots, compared them with dated imagery to 2026 and handed P-0458 to Amélie. The Legality agent matched 23 producer cards and land documents; the Chain agent traced 292 bags by seal, 46 of them from P-0458. Amélie opens any agent's plan to see each step, its source and its confidence.

The Forest agent's limit: “Never decides alone when the sources disagree; never clears a plot with loss in forest.”

  3. 0309:34

She excludes the plot, with a reason code

Amélie Dubois · EUDR Compliance Officer

P-0458 is 6.2 ha and delivered 2,900 kg to this lot. Both 2020 maps show 1.4 ha of forest on it, and the images of 14 February and 9 July 2022 show 1.1 ha cleared between March and June 2022: confidence 97%. Next door, P-0462 lost 0.3 ha of canopy in 2023, but both maps class it as cocoa agroforestry in 2020, so the agent marks it no deforestation. Amélie excludes P-0458 under EX-01, from every lot and future purchase, and asks the Chain agent to rebuild the lot.

On the form: “Signed by Amélie Dubois, EUDR Compliance Officer. The exclusion and its sources go on the audit trail.”

  4. 04The next two minutes

The lot is rebuilt bag by sealed bag

    Chain agent

The Chain agent finds P-0458's 46 bags by seal, CI-S-7724101 to 146, and proposes 46 bags from four verified CASN plots bought the same week and not yet in a lot: P-0461 (12 bags), P-0466 (11), P-0479 (13) and P-0490 (10), 2,900 kg in all. The Forest agent re-checks them: no forest in 2020, no loss. The Geolocation agent validates their polygons, the volume guard keeps every plot under the 800 kg/ha ceiling for Nawa, and the Outreach agent asks the CASN warehouse to swap the bags.

The Chain agent's limit: never goods of unknown origin in a lot, and never a reassignment without a seal scan.

  5. 0509:36 · seal scan

26 plots, the same 18,400 kg — she accepts the lot

Amélie Dubois · EUDR Compliance Officer

The warehouse keeper scans the seals: 46 bags out, 46 in, 292 bags and 18,400 kg net on the warehouse scale. The lot now holds 26 plots on 79.3 ha, and the four new plots are drawn on the map as added in the repair. The Risk agent re-assesses and the DDS agent drafts the statement with 26 polygons. Amélie can accept the rebuilt lot or send it back to the Chain agent with a note; she accepts.

    “Lot rebuilt: 26 plots · 79.3 ha · 18,400 kg · 292 bags.”

  6. 06In plain words

She asks why, and every answer cites its source

Amélie Dubois · EUDR Compliance Officer

Anyone on the programme can ask about a plot, shipment, supplier or statement in plain words. Amélie asks why P-0458 was taken out. The answer gives the forest on both 2020 maps, the dated images of 2022 and the bag swap, each with a numbered citation that opens the map, the image or the purchase record, and it opens the plot on the map.

“Land deforested after 31 Dec 2020 can never supply a compliant product.”

  7. 07Article 10

Fourteen criteria, from (a) to (n), each with its source

    Risk agent

The Risk agent drafts the assessment against Article 10(2). Country risk, forest in the area of production and corruption stay medium: Côte d'Ivoire is standard risk in the 2025 benchmark and the documents are cross-checked to registers. Deforestation is now low because the cleared plot is excluded, and the risk of mixing is low because the lot is segregated by seal, scanned at 09:36. The conclusion reads negligible after mitigation.

The Risk agent's limit: “Never signs a conclusion; a person does.”

  8. 0809:44 · submitted

Nine checks pass; she signs and submits

Amélie Dubois · EUDR Compliance Officer

The DDS agent filled the statement from the order, the lot and the bill of lading: operator EORI NL8214477309, HS 1801 00 00, 18,400 kg, Côte d'Ivoire, a GeoJSON of 26 polygons at 412 KB. All nine checks before filing pass. Amélie signs the risk conclusion and the Article 4(2) declaration, and the statement is accepted: reference 26NLKVF8Q2X7T4, verification K7Q2M9TD. One click sends both numbers to Jonas Weber and the customs broker.

After filing: “Filed and watched. A new loss alert on any plot opens a review and a drafted amendment or withdrawal.”

  9. 09The rest of the season

Every shipment arriving 30 Dec – 31 Mar, check by check

    Tomás Reyes · Sourcing Manager

CI-2026-311 now shows as submitted among the 48 shipments arriving by 31 March, each with its geolocation, forest, legality, chain, risk and filing status. Tomás sees which supplier holds a shipment up before the vessel is booked: three plots over 4 ha sent as points for GH-2026-207, a mill mixing fruit from six unmapped growers for ID-2026-089, an expired cutting permit for CM-2026-031.

  10. 10When the maps disagree

Fourteen plots where a person decides

    Forest agent

Where the two 2020 maps disagree, often cocoa agroforestry or shade coffee read as forest by one source, the Forest agent does not decide. The plot goes to the disagreements queue with both classes, the imagery and its confidence, and the Outreach agent asks the cooperative for a dated field photo. The plot stays out of statements until a person decides: not forest, or exclude.

On the queue: “Where both sources agree the agent proposes; where they disagree a person decides, with field evidence.”

Built on the engine

7 agents. Each with one job, and hard limits.

Seven agents check every plot, forest map, document, bag seal and risk criterion and draft the TRACES statement; the compliance officer submits.

Geolocation agent

Validates every plot the moment its file arrives: closed rings, self-intersections, WGS-84, six decimals, inside the declared country, a polygon for any plot over 4 ha, overlaps and duplicates. Proposes each fix, stored as a new version.

  • Never edits a supplier's geometry without their confirmation
  • Hands fixes to supplier relations, through the Outreach agent
Forest agent

Compares each plot with two 2020 forest maps — the EU global forest cover map and the national map — and with dated imagery, measures loss after 31 December 2020, and tells agroforestry from forest.

  • Never decides alone when the sources disagree
  • Never clears a plot with loss in forest
Legality agent

Reads land documents, producer cards, permits and licences in French, Portuguese, Bahasa and English, maps them to the eight areas of Article 2(40) and the country's law, and watches expiry.

  • Never accepts a generic attestation as plot-level proof
Chain agent

Traces each lot from plot to cooperative, warehouse lot and shipment by bag seal and purchase record, checks volumes against the regional yield ceiling, and proposes the repair when a plot fails.

  • Never allows goods of unknown origin in a lot
  • Never reassigns bags without a seal scan
Risk agent

Assesses each shipment against the fourteen criteria of Article 10(2), proposes mitigation under Article 11 and drafts the conclusion.

  • Never signs a conclusion; a person does
  • The CSO co-signs where mitigation was needed for a high-risk finding
DDS agent

Drafts the TRACES statement, validates the schema, file size and geometry, files only when the officer submits, and watches filed statements for new loss.

  • Never submits without the compliance officer
  • Never reuses a reference across placements
Outreach agent

Drafts requests to suppliers in their language, reads replies and files, chases by service level and escalates.

  • Never sends a first request without a person
  • Never raises contract terms — sourcing does
EUDR compliance officer

Excludes plots, signs the risk, submits each statement. The agents propose; a named person decides.

Ask in plain words

Ask about any plot, shipment or statement

Ask in plain words, or say what to chase. Every answer cites its source, and anything that files, signs or excludes is prepared for a person to approve.

Why was plot P-0458 taken out of CI-2026-311?

Forest was cleared on it after the cut-off. Both 2020 maps show 1.4 ha of forest in its north-east corner, and the dated images show 1.1 ha cleared between February and July 2022. Land deforested after 31 Dec 2020 can never supply a compliant product, so Amélie Dubois excluded it and the Chain agent swapped its 46 sealed bags for bags from four verified plots.

Which shipments cannot get a statement yet?

Four are blocked: ID-2026-089 (mill TB-2 took fruit from 6 unmapped growers), CM-2026-031 (cutting permit for block 7 expired 30 Sep) and two traders that cannot show plot origin. GH-2026-207 needs three polygons from Offinso North; BR-2026-144 two rural registrations. I have filtered the shipments list for you.

Remind every supplier past its service level

Sent 3 reminders, each in the supplier's language: Cooperativa Serra do Vento (Portuguese, 14 h past), PT Sawit Teluk Biru (Bahasa, 40 h past) and Bois de la Haute Sangha (French, 62 h past). The Haute Sangha request is now the third; I suggest Inês Carvalho escalates it. Every reminder is on the audit trail.

Draft the annual report on our due diligence

Drafted from today's records, six sections: 412 suppliers, 38,640 plots, 90.9% verified, 96 plots excluded for forest loss after 2020, 61,204 legality documents checked, and the statements filed so far. It is ready for Helena Sørlie to approve before publication.

Governance

Built for an authority check: cited, signed, kept five years.

Every finding cites its sourceEach finding links to what it came from — the supplier's file, the forest map and its version, the dated image, the document page, the seal scan — with the agent's confidence.
A person signs and submitsOnly the EUDR Compliance Officer submits a statement, with the Article 4(2) declaration; excluding a plot and signing a risk conclusion are for the officer or the CSO. The agents read, check, draft and propose.
Two forest sources, or a person decidesThe Forest agent reaches a finding only when both 2020 maps agree, and a person confirms every exclusion. Where they disagree, a person decides with field evidence, and the plot stays out of statements until then.
No goods of unknown originEvery bag is traced to its plot by seal and purchase record, volumes are held to the yield ceiling, and no bag moves between lots without a warehouse seal scan.
No silent edits to supplier dataA fix to a supplier's polygon is stored as a new version and used only after the supplier confirms. Overrides and settings changes need the Chief Sustainability Officer.
Hash-chained, kept five yearsEvery action by an agent or a person is on an append-only trail where each entry carries the fingerprint of the one before. The evidence pack for each statement is kept five years (Article 12).

Questions

What EUDR compliance, sourcing and trade teams ask us.

How does it check plots against the 31 December 2020 cut-off?

The Forest agent compares each plot with two independent 2020 forest maps — the EU global forest cover map and the national map — and measures loss in dated imagery since. Where both sources agree it proposes and cites both; where they disagree, often on agroforestry cocoa, it asks the cooperative for a dated field photo and a person decides.

What happens to the shipment when one plot fails?

The lot is repaired instead of held. The Chain agent finds the failed plot's bags by seal, proposes the same weight from verified plots bought the same week and not yet in a lot, the Forest and Geolocation agents re-check them, the volume guard holds each plot under its yield ceiling, and the warehouse confirms the swap by seal scan. The compliance officer accepts the rebuilt lot or sends it back.

Does it validate GeoJSON and plot files from suppliers?

Yes. Every file is validated the moment it arrives: closed rings, crossings, WGS-84, six decimal places, inside the country, a polygon for any plot over 4 ha and no overlaps. The Geolocation agent proposes each fix and the Outreach agent sends it to the supplier in French, Portuguese, Bahasa or English to confirm; nothing is changed without that confirmation.

Does it submit the due diligence statement to TRACES?

The DDS agent drafts the statement from the order, the lot and the bill of lading, builds the geolocation file and runs nine checks before filing. Only the EUDR compliance officer can submit it, with the declaration of Article 4(2). The reference and verification numbers then go to trade compliance and the customs broker, and every plot in the statement stays under watch for new loss.

How does it assess risk under Article 10?

The Risk agent assesses each shipment against the fourteen criteria of Article 10(2), from country risk to legality of production, with the source for each, proposes mitigation under Article 11 and drafts the conclusion. A person signs it, and an override of a risk that is not negligible needs the Chief Sustainability Officer.

Do people stay in control?

Yes. The agents read, check, draft and propose; they never submit, sign, delete or change supplier data unconfirmed. A person excludes every plot, signs every risk conclusion and submits every statement, the CSO approves overrides and settings changes, and every step is on a hash-chained audit trail.

How long does it take to go live?

The Agentic Solution Engine builds and deploys it from your requirements and documents — your commodities and HS codes, supplier lists, plot files, land documents and purchase records — and it goes live once every quality gate has passed. We will walk you through it on one of your own lots first.
