What is Faculty Search & Hiring Compliance?

Faculty Search & Hiring Compliance helps a faculty search committee build a defensible file for every hire. Agents check the posting before it goes live, read every application for minimum qualifications and equivalency requests, test each screen-out reason against the posted qualifications and put similar applicants with different outcomes side by side. The chair explains or re-screens, and the Equal Opportunity Representative signs each stage.

The problem

Why the faculty search committee file is still a spreadsheet of disposition codes

Every faculty search committee has to show why each applicant was screened out, by whom, against which posted qualification, and that applicants with similar evidence were treated alike. The question arrives when a turned-down applicant files a charge, or when a federal agency reviews the college as a contractor.

Today the file is a spreadsheet of applicant disposition codes and committee notes. An equivalency request typed into a supplemental answer instead of the equivalency field never reaches the Equivalency Committee. Reasons like "not a good fit" or "no teaching experience", when teaching was only preferred, stand. And nobody compares a screened-out applicant with an advanced one until a charge arrives, when the comparison is made by the other side.

One faculty search committee, one pair to explain, one signed stage

Wednesday, October 21, 2026, at Brandvale Community College. Search FS-2026-041, Welding Technology Instructor, full-time and tenure-track at the Technology Center: 38 applied, 32 went to the committee, and the committee screened 9 in and 23 out. Before interviews can open, Talia Brookhart, the Equal Opportunity Representative, has to sign the screening stage.

  1. 01Morning

A cited brief and one decision next

Talia Brookhart · Equal Opportunity Representative

Talia sits on 14 of the 23 open screening committees as a non-voting member. Her home opens on the agents' overnight brief, every line cited: applicant 14 screened out while applicant 22 advanced on an equivalency, 3 issues in the FS-2026-048 Automotive Technology posting, an equivalency request found outside the equivalency field, and 19 adjunct files ready for department chairs. Five gates wait, each with its due date.

    FS-2026-041 needs you.

  2. 02The search file

Two applicants side by side, names masked

    Pairing agent

The search file shows five stages: Posting signed Sep 8, Screening open, and Interviews, Finalists and Offer locked until a named person signs. Under the rail, the Pairing agent puts applicants 14 and 22 side by side on job-related evidence only. Neither holds an associate degree. Applicant 14 has 9 years 0 months of welding work; applicant 22 has 6 years 4 months and advanced on equivalency EQ-2026-018, approved Oct 2.

Why did applicant 22 advance and applicant 14 did not?

  3. 03One click

The request was on page 3

    Minimum Qualifications agent

Clicking the citation opens page 3 of application 14, the supplemental answers filed Oct 6. The applicant asked for equivalency there, not in the equivalency field, so the request was never routed. The access log shows that the committee member who screened applicant 14 out opened pages 1–2 of 11 and recorded the reason two minutes later.

    "I request equivalency under Procedure 7211 §3.2."

  4. 04Same morning

Every screen-out reason tested against the posting

    Screening agent

The Screening agent tested all 23 screen-out reasons against the posted qualifications and the rubric. Applicant 31's "Not a good fit" and applicant 07's "No teaching experience" were already rewritten by the chair to rubric totals of 17 and 14 of 30. Applicant 14's "No associate degree (MQ 1)" stays open, because the posting allows the equivalent.

No reason stands unless it cites a posted qualification or the rubric, with the page of evidence.

  5. 0510:12 a.m.

The equivalency, decided on the record

Prof. Arlo Whitfield · Equivalency Committee chair

Talia asks the chair to re-screen, and the request is routed as EQ-2026-024 with each Procedure 7211 §3.2 criterion and its page: 9 years of welding work against the six required, a current AWS Certified Welding Inspector credential through Mar 2027, and 24 units of general education against 18. Prof. Whitfield approves it for the Equivalency Committee. The committee decides the equivalency before the chair screens on the degree.

  6. 0610:16 a.m.

    Re-screened on the same rubric

Marisol Etheridge · Search Committee Chair

Marisol scores applicant 14 on the same five criteria as every other applicant, with the agent's evidence beside each: welding processes 5, industry work and certification 6, teaching or training adults 5, shop safety 4, serving students of varied backgrounds 3. The total is 23 of 30, above the cutoff of 20, and applicant 14 advances.

The agent shows the evidence; the score is the chair's, under her name.

  7. 07Gate ready

Every pair resolved, every reason tied

    Pairing agent

The pair now reads re-screened, and the gate checklist turns complete: 22 of 22 reasons tied, 3 of 3 pairs resolved, 4 of 4 equivalency requests decided. Only then does the Sign the screening stage button become available.

  8. 08Before signing

The pool by stage, in aggregate only

    Pool agent

Talia checks the pool by stage: 38 applied, 32 went to the committee, 10 go to interviews. Counts under 5 are suppressed and matching cells hidden, and the four-fifths comparison finds no group below four-fifths from application to committee. The committee sees none of it, and a committee member's request to open the pool at 9:05 a.m. was refused and logged.

No agent uses demographic data to pair, screen or rank.

  9. 0910:21 a.m.

    The screening stage, signed

Talia Brookhart · Equal Opportunity Representative

Talia signs the screening stage. Posting and Screening now show as signed, Interviews open Oct 28–30 for 10 candidates, and Finalists and Offer stay locked until the hiring dean and the Director of Human Resources sign their stages.

  10. 10Before interviews

The same lawful questions for every candidate

    Interview agent

The Interview agent checks the 8 questions every candidate gets. Question 6, "Where are you from originally?", and question 7, "How many years do you plan to work before you retire?", are flagged for national origin and age, each with a job-related replacement for the chair to accept. Applicant 14 interviews in room TC-114 on Thu Oct 29 at 9:00 a.m.

7 agents. Each with one job, and hard limits.

Seven agents read, test and compare every search file; the chair decides and the EO Representative signs.

Posting agent

Checks each draft posting against the state minimum qualifications handbook, the equivalency procedure, ADA essential-function wording, age-neutral language and the EEO statement, and drafts a red-line for HR.

  • Never publishes a posting
  • Every finding cites its rule
  • Raises a finding at 0.85 confidence or higher
Minimum Qualifications agent

Reads every page of every application, maps the evidence to each minimum qualification with its page, and finds and routes every equivalency request, wherever it was written.

  • Never screens anyone out
  • Never decides an equivalency
  • Matches evidence at 0.85 confidence or higher
Screening agent

Tests every screen-out reason against the posted qualifications and the rubric before a stage can be signed, and sends vague reasons back to the chair.

  • Never changes a decision or a score
Pairing agent

Finds applicants with similar job-related evidence and different outcomes, and asks the chair one plain question per pair.

  • Never reads demographic data
  • Never ranks applicants
  • Pairs at 0.80 similarity or higher
Pool agent

Builds the pool by stage in aggregate for the Equal Opportunity Representative, suppresses small counts, runs the four-fifths comparison and drafts the yearly Section 503 and VEVRAA applicant and hire analysis.

  • Never shows one applicant's data
  • Never feeds selection
Interview agent

Checks interview questions for barred or non-job-related topics, keeps the same questions for every candidate and schedules the panels.

  • Never scores a candidate
  • Flags a question at 0.80 confidence or higher
Records agent

Keeps the audit trail, retention and holds, builds the export pack and drafts disposition notices.

  • Never releases a record or sends a notice without approval
Equal Opportunity Representative

Ask in plain words

Ask about any search, applicant, reason or gate

The assistant answers from the applications, the posting and the rules your role may see, cites the page or the rule, and opens the screen it is talking about.

Why did applicant 22 advance and applicant 14 did not?

Both lack an associate degree. Applicant 22's equivalency was approved on Oct 2 and scored 22 of 30. Applicant 14 asked for equivalency on page 3, but the request was never routed, and the member who screened them out opened only pages 1–2.

What does MQ 1 require for welding?

The state handbook: any bachelor's degree and two years of professional experience, or any associate degree and six years, or the equivalent. Procedure 7211 §3.2 sets six years of experience, a current inspector or educator certification and 18 units of general education.

Which gates are waiting past their SLA?

One is past the 2-day SLA: FS-2026-044, HVAC Technology Instructor, interview stage, escalated to Gideon Lathrop at 8:00 a.m. FS-2026-045 is due today and FS-2026-041 tomorrow.

Who can see the demographic data?

Only you, as the Equal Opportunity Representative, and only in aggregate, with counts under 5 suppressed. The committee sees none of it, and a committee member's request to open the pool at 9:05 a.m. was refused and logged.

Questions

What HR and equity offices ask about the faculty search committee file.

How does the faculty search committee process change?

The committee still scores applicants on its rubric and records who advances. Before the screening stage can be signed, every screen-out reason must cite a posted qualification or the rubric, every pair of similar applicants with different outcomes must be explained or re-screened, and every equivalency request must be decided by the Equivalency Committee.

How does it find equivalency requests the committee missed?

The Minimum Qualifications agent reads every page of every application, not only the equivalency field. In the working solution it found a request typed into a supplemental answer on page 3 and routed it to the Equivalency Committee with each criterion and its page of evidence.

What interview questions can a faculty search committee not ask?

The Interview agent flags questions on topics that are not job-related or that the law bars, and suggests a job-related replacement for the chair to accept. In the demo it flagged "Where are you from originally?" for national origin and a question about retirement plans for age. Every candidate gets the same questions.

Does the committee ever see applicants' demographic data?

No. Self-identification data reaches only the Equal Opportunity Representative, in aggregate, with counts under 5 suppressed, and a refused request to view it is logged. The Pairing agent compares applicants on job-related evidence only, and no agent uses demographic data to pair, screen or rank.

How long does the faculty hiring process take?

It depends on the college's calendar. In the working solution's sample year, the median from posting to offer is 58 calendar days against the college's target of 60, and a stage gate waits at most 2 business days before it escalates to the Director of Human Resources.

Do people stay in control of every hiring decision?

Yes. Agents read, test, compare and draft; they never screen anyone out, decide an equivalency, sign a gate, publish a posting or send a notice. The chair scores and screens, the Equivalency Committee decides equivalency, the Equal Opportunity Representative signs, and every override needs a reason code.

How long does it take to go live?

The Agentic Solution Engine builds and deploys it from your requirements and documents, such as your hiring procedure, your equivalency procedure, the state handbook and a closed search file, and it goes live once every quality gate has passed. We will walk you through it on a search of your own first.
