What is I-20 Proof of Funds Verification?

I-20 Proof of Funds Verification is agent software for international admissions and DSO offices: it builds the published twelve-month cost of attendance for an applicant's program, reads bank letters, sponsor affidavits and award letters in the language they were filed in, converts every amount at the rate of the statement's own date, and applies the office's own written funding standard — with a designated school official approving every decision.

The problem

Why an I-20 proof of funds decision takes days, not hours

I-20 proof of funds verification is the check a designated school official (DSO) must complete before issuing a Form I-20, confirming that an admitted international student can pay for the first academic year, from bank statements, sponsor affidavits, scholarship and assistantship letters and education loan sanctions, in whatever language the family banks in. Separately, 8 CFR 214.3 requires the school to keep that funding record for at least three years after the student is no longer pursuing a full course of study, and to release it to a federal reviewer on request.

Today this is read-by-hand work against a published turnaround. A coordinator opens a bank statement, looks up an exchange rate, converts a balance, and decides from memory whether a land-use certificate or a six-month-old statement counts under the office's own standard — then an official checks the arithmetic again before signing. I-20 Proof of Funds Verification puts eight agents in front of that reading and converting, so a designated school official spends the day deciding, not calculating.

One file, through I-20 proof of funds verification to a signed decision

Nguyen Bao Chau, Halden State ID HSU-2027-04418, admitted to MS Civil Engineering, Spring 2027. Here is what happens to her funding file, screen by screen, in the working solution.

  1. 01Overnight

Every funding document read before the office opens

    Eight agents

148 funding files are open at Halden State. The agents read 39 files and 112 documents overnight, built each applicant's twelve-month cost of attendance, and left 17 documents uncounted with the clause that says why.

27 files need an official today, and 11 across the office are inside two days of the five-business-day promise.

  2. 027:03 AM

What the year actually costs, from the published table

    Cost agent

Bao Chau's twelve-month cost of attendance for graduate civil engineering is built from the version in force the day the file is decided: $35,460 tuition and fees, $19,280 living expenses, $4,200 health insurance, $0 for dependents — $58,940 in all.

  3. 037:03 AM

    The column stops $12,760 short

    Reader and Exchange agents

With only her father's bank statement counted, the column reaches $46,180 of the $58,940 the year costs. The empty part of the column carries the shortfall in dollars, and the file says plainly the I-20 cannot be issued yet.

  4. 04One click

Her father's statement is in Vietnamese, and stays in Vietnamese

    Reader agent

"Số dư cuối kỳ: 1.215.000.000 VND" sits beside "Closing balance: 1,215,000,000 VND", page 3 of 3, with the cited line highlighted in both languages. The original is never replaced by a translation.

  5. 05The arithmetic

Converted at the rate of the statement's own date, not today's

    Exchange agent

1,215,000,000 VND converts to $46,180 at the published reference rate for September 30, 2026, the statement's own closing date. Today's rate of 26,480 would give $45,884 — $296 less — and the rate, its source and its date are kept with the file.

Three years from now the conversion can be checked again, from the file.

  6. 06Read, kept, not counted

A land-use certificate worth far more, and still not counted

    Liquidity agent

The family also sent a land-use certificate for a 240 m² parcel valued at 4,200,000,000 VND. Property is never a liquid fund, so none of it counts, whatever it is worth — the document stays on the file and clause 2 is quoted.

  7. 079:12 AM

The last document arrives, and the column fills

    Funding coordinator

A graduate research assistantship offer from the Department of Civil and Environmental Engineering arrives — $1,640 a month for nine months, $14,760, with no tuition remission. Funding reaches $60,940, $2,000 above the cost.

  8. 083:48 PM

Approved by a named official, with a reason, and nothing sent yet

Imani Castellanos · Designated school official

Priya Raman prepared this file, so she cannot approve it. Imani Castellanos approves with reason FV-01 — liquid funds documented at the dated rate. Because sponsor funds are $46,180 of $60,940, the file is not sponsor-only, so the principal official's signature line stays unused.

  9. 093:52 PM

The SEVIS record is prepared by an agent and submitted by a person

    Imani Castellanos

Each approved source is written into its own field — $14,760 from this school, $46,180 from another source. The record stops there. An agent never submits it; Imani submits it herself, and reference HS-04418-F1 comes back on the file.

Decided the same day, with every dollar traced to a page and a dated rate.

  10. 10Audit-ready

Every view and signature, exportable in one click

    Theo Grant · Internal auditor

Fourteen entries for the day sit on a trail that cannot be edited: the conversion and its rate, the clauses quoted, the approval and submission, and every view of a masked account number. The evidence pack exports file by file.

Built on the engine

8 agents. Each with one job, and hard limits.

Eight agents build the year's cost, read every document in its own language, convert at the statement's own date and quote the standard; a named official approves and submits.

Funding coordinator

Treats one applicant's funding as one unit of work: runs the other agents in order, keeps the office's five-business-day clock, and assembles the file for a person.

  • Never decides a file
  • Never sends or submits anything
Cost agent

Builds the twelve-month cost of attendance for the applicant's program, level and dependent count, and names the published version it used.

  • Never invents a cost line
  • Never uses a version that was not in force
Reader agent

Reads bank statements, sponsor affidavits, award letters and loan sanctions in the language they were written in, citing every value to its page and line.

  • Never reports a value without a page citation
  • Never replaces the original with a translation
Exchange agent

Converts every amount at the published reference rate for the statement's own closing date, and records the rate, its source and its date.

  • Never uses today's rate for an older statement
  • Never converts without a published rate
Liquidity agent

Applies the office's written funding standard to every document — liquid, recent, available, sponsored — and quotes the clause behind each decision.

  • Never rejects a document on its own
  • Never invents a clause
Integrity agent

Adds each statement up across its pages, compares letterheads and seals with what the office already holds, and flags a deposit that lands just before the closing date.

  • Never calls a document false
  • Never rejects a document
Request agent

Writes the applicant exactly what is missing — document, page, due date — in the language the family wrote in.

  • Never sends without a person's approval
Record agent

Prepares the SEVIS record field by field, source by source, and builds the site-visit pack.

  • Never submits to SEVIS
  • Never writes to an applicant record
Designated school official

Approves with a reason; the principal official signs sponsor-only funding. The agents propose; a named person decides.

Every amount converted at the rate of the statement's own dateThe closing balance of 1,215,000,000 VND on page 3 was converted at 26,310 VND to the dollar — the published reference rate for September 30, 2026, the statement's own closing date — giving $46,180. One written standard, eight clauses, and what each one did on this fileFunding standard v4, published October 7, 2026, says what counts: enough for the first academic year, liquid funds only, a closing date inside six months, a signed affidavit when the account is not the applicant's, one rate at one date, and institutional awards at the amount they state. The right-hand column shows what each clause did on this file.
The published cost the column has to reach, by program and by versionThe 2026–27 table, version 2026–27.2 in force since August 1, 2026: graduate engineering $35,460 + $19,280 + $4,200 = $58,940, through business $61,340, sciences $57,480, public health $56,120, architecture $56,860, computing $59,620. The dependent allowance is $6,240 for the first dependent and $3,600 for each one after.

The agent raises a question; it never calls a document false.

Questions

What international admissions offices ask us.

What documents count as proof of funds for an I-20?

Typically a family bank statement or balance certificate, a signed sponsor affidavit of support, an institutional scholarship, fellowship or assistantship letter, or an education loan sanction letter. The office's written funding standard decides what counts — for example, property, vehicles and statements older than six months do not — and the Liquidity agent quotes the clause whenever a document is excluded.

How long does I-20 proof of funds verification take?

Published turnarounds at comparable offices run about 2 to 15 business days after a complete financial file, and longer in peak season. The design goal for I-20 Proof of Funds Verification is the same day, from a complete funding file to a signed decision, measured in the live solution.

What is a designated school official, and who approves the I-20?

A designated school official (DSO) is the person a school's SEVP certification names to review an international student's funding and issue the Form I-20. A designated school official approves every funding decision with a reason code, and sponsor-only funding above the office's threshold also needs the principal designated school official's signature.

What counts as proof of funds, and what doesn't?

Funds must be liquid, available within the first academic year, and documented within the office's accepted window — typically six months. Property, vehicles, locked fixed deposits and salary slips alone do not count. Every exclusion names the written clause behind it, so an applicant can be shown the exact sentence.

Does an agent decide the funding or submit the SEVIS record?

No. The agents read, convert, cite and apply the written standard; they never approve a file, reject a document on their own, or submit to SEVIS. The SEVIS record is prepared field by field and a designated school official submits it herself.

Can our office set its own funding standard and thresholds?

Yes. The accepted document window, the sponsor-only threshold for a second signature, who may view masked account numbers, retention and the agents' confidence threshold are all settings, versioned and on the audit trail.

How long does it take to go live?

The Agentic Solution Engine builds and deploys it from your requirements and documents — your funding standard and a sample of past I-20 files and documents — and it goes live once every quality gate has passed. We will walk you through it on your own files first.
