The problem

Why a move-out still ends in an estimated final bill and a three-week wait for the deposit

When one tenant leaves and another arrives, six things hang on one date: the final read, the final bill, the deposit, the new account, the opening read and the first bill from the right day. The app and the website handle the clean start, stop and transfer. Everything else lands with the service order team: an account still active at the address because the previous tenant never asked to leave, a tenancy contract for a different unit, a trade licence missing, an unpaid final bill on the customer's other account, a premise left vacant with supply on.

And when the meter has not reported on the handover date, the final bill goes out on an estimate. The account is closed, so the customer cannot be billed again: an over-estimate becomes a complaint and a call to the contact centre, an under-estimate becomes lost revenue or the next tenant's bill. The deposit refund waits for that final bill, and published guides for Gulf cities put it at 2–4 weeks after the final bill is settled.

One case, step by step

One handover, from an estimated read to a refund on its way

Apt 1407 in Rimal Heights Tower B, Lumina Marina, changes tenant on Monday 12 October 2026. Daniel Okoro moves out, Meera Iyer moves in the same day. The electricity meter stopped reporting on 3 October. Here is what happens next at Lumina Utilities, screen by screen, in the working solution.

  1. 01Tuesday, 09:40

The board shows every premise as a handover

Hessa Al-Rahimi · Service order team lead

5,212 handovers are dated this week; 4,968 went straight through, 244 have a gap, and 6 on the board need Hessa first. Each premise is a timeline: the outgoing occupant above the line, the incoming one below, and on the handover date the final read, final bill, deposit, new account and opening read — green when done, amber when waiting, red when it is the gap. The rail on the right lists the gaps in the order to work them.

“Read validator · 08:12 · refused the estimate for a final bill; asked Daniel for a meter photo”

  2. 02As requests arrive

Every request read with its documents

    Request reader

Move-in, move-out, transfer and owner-change requests come in from the app, the website, the contact centre, email and service centres. Daniel's move-out came through the app on 5 Oct with his refund bank details; Meera's move-in came through the website on 8 Oct with her tenancy contract and ID, and went straight through. The request reader proposes a decision on every row; this week 92 % of 1,846 requests went straight through.

“The decision is the agents' proposal; exceptions are decided by the service order team”

  3. 03The handover date

    An estimated final read, refused

    Read validator

Meter EM-4471902 has not reported since 3 Oct, so the 12 Oct read of 64,660 kWh is an estimate: 3,240 kWh since the last actual read on 15 Sep, or 120 kWh a day against Daniel's September band of 57–117. The final bill of AED 1,425.84 is held, not issued. The water read is actual: 1,309.8 m³ on meter WM-2280416.

“Final read is an estimate — refused for a final bill”

  4. 0413 Oct, 08:12

Daniel is asked for a photo of his meter

    Customer messenger

The customer messenger texts Daniel in Arabic and English, with a site read as the fallback if no usable photo arrives within 24 hours. Daniel replies with a photo at 09:31.

“Lumina Utilities: your final bill for Apt 1407 is on hold because your electricity meter did not send a reading on 12 Oct. Reply with a photo of the meter display and we will bill your real use.”

  5. 0509:44

The photo is read, and the bill drops AED 312.00

Read validator and Bill and deposit calculator

The display reads 63,880 kWh, the serial EM-4471902 matches the meter on premise 310 488 215, and the photo was taken on 12 Oct at 19:46, within 48 hours of the handover. 2,460 kWh in 27 days is 91 kWh a day, inside the 57–117 band. The final bill recalculates to AED 1,113.84, and the refund on the AED 2,000.00 deposit rises from AED 574.16 to AED 886.16.

Electricity 2,460 kWh — AED 804.00, not AED 1,116.00 on the estimate.

  6. 06One review

A changed final bill needs a named person

Hessa Al-Rahimi · Service order team lead

Because the final bill changed, Hessa approves it. She sees the premise, the final read and its source, the final bill against the estimate, the refund to Daniel's bank account ending 4471 and Meera's new account on one screen, and signs with the meaning of her signature.

“I approve this final bill and the refund it creates.” The refund is under AED 5,000, so no second signature is needed.

  7. 0709:46

One read closes one account and opens the next

    Service order writer

63,880 kWh closes Daniel's account and becomes Meera Iyer's opening read on account 2041 9920 46, with her AED 2,000.00 deposit paid on 8 Oct. Her first bill on 15 Nov covers 12 Oct to 14 Nov. The final bill is issued and the AED 886.16 refund is sent; the handover is completed.

“Approved · final bill issued · refund AED 886.16 sent to Daniel”

  8. 08Next gap

An account still open at the new address

    Premise matcher

Omar Farouk is transferring from Villa 22, Zahra Gardens to Apt 803, Saffron Creek Residences on 14 Oct, but Lina Park's account at Apt 803 is still active — her tenancy ended on 30 Sep and she never asked to leave. The tenancy contract sits beside margin notes on each field: ID valid to 2029, premise found with both meters reporting, and Villa 22 closing the same day, so no gap between his accounts. The agents propose to close Lina Park's account on 14 Oct; the clerk decides.

    “The agents propose; you decide.”

  9. 09Debt found

A debt on another account, set off and signed

Leila Haddad · Credit and deposit analyst

Grace Mensah is leaving Apt 1102, Old Harbour Lofts. The bill and deposit calculator found an unpaid final bill of AED 640.00 from Feb 2025 on Apt 316, Marsa Point. Her AED 2,000.00 deposit covers the final bill of AED 412.30 and that debt, and AED 947.70 is refunded. Every offset is signed by Leila Haddad.

“Signed as Leila Haddad, credit and deposit analyst. The customer is told what was set off and why.”

  10. 10Since go-live

Every final bill on a real read

Hessa Al-Rahimi · Service order team lead

Since go-live on 31 Aug, final bills on a meter, customer photo or site read are at 99.2 %, from 93.1 % in August; the rest are held for a site read, and none went out on an estimate. The median deposit refund fell from 17 days to 2.1. Customer voices about a final bill charged on an estimate fell from 44 in July to 6 so far in October.

“I handed the keys back on the 30th and the last bill charged me for a full month as if I was still there. Nobody came to read the meter.” — contact centre call, 21 Jul 2026

Built on the engine

6 agents. Each with one job, and hard limits.

Six agents read the documents, match the premise, check the reads and settle the deposit; the service order team decides the gaps.

Request reader

Reads move-in, move-out, transfer and owner-change requests with their tenancy contracts, title deeds, IDs, trade licences and refund details, extracts each field with its source passage and proposes the decision: straight through, ask for a document, approve with a condition, or refer.

  • Proposes — the service order team decides exceptions
  • Every field carries its source passage
  • Never accepts a document it cannot read, and never changes the customer record
Premise matcher

Matches the unit to the premise number and its meters, lists every account at the premise in the move window, flags overlaps and vacant periods between occupants, and searches the customer's other accounts for unpaid balances.

  • Never closes another person's account
  • Never merges customers
Read validator

Checks every final and opening read — actual or estimated, meter reporting or not, inside the customer's daily usage band. Holds a final bill on an estimate, asks for a meter photo, reads its digits, serial and the time it was taken, and books a site read only after the photo wait.

  • Never lets a final bill go out on an estimated read
  • Never accepts a photo whose serial does not match
  • The photo must be taken within 48 hours of the handover
Bill and deposit calculator

Calculates the final bill from the last actual read to the handover read on the customer's tariff, and the incoming occupant's first bill from the same read. Refund = deposit − final bill − debt on other accounts; new deposits are set by premise type, connected load and history.

  • Never changes a tariff
  • Refunds over AED 5,000 and every offset need a credit and deposit analyst
Service order writer

Writes the validated move-out, move-in or transfer order to billing once the read, bill and deposit are settled or the clerk has decided: closes the outgoing account and opens the incoming one on the same read.

  • Never disconnects a premise with an incoming occupant the same day
  • Never back-dates an order more than 30 days
Customer messenger

Sends photo requests, document requests, confirmations and refund notices in short, plain Arabic and English — by text, email or app notification — saying what is needed and why.

  • Sends a refund notice only after the refund is approved
  • Never asks for a full ID number by text
Service order clerk

Decides exceptions and changed bills. The agents propose; a named person decides.

Ask in plain words

Ask about any premise, request, read or deposit

Ask in plain words — or say what to change. Every answer points to the meter data, the rule or the photo behind it.

Why is Daniel Okoro's final bill on hold?

Because its read is an estimate. Meter EM-4471902 has not reported since 3 Oct, so the 12 Oct read of 64,660 kWh was estimated from his profile — 120 kWh a day, above his September band of 57–117. Lumina never issues a final bill on an estimate. Daniel sent a photo at 09:31; read it and the bill drops by AED 312.00.

Which premises have usage with no account this week?

Two. Apt 2205, Marsa Point — vacant since 9 Oct, 96 kWh used; billed to the landlord from 12 Oct under the 3-day rule. Villa 22, Zahra Gardens — Omar Farouk leaves on 14 Oct and no tenant has applied; the landlord account starts 17 Oct.

Remind the customers who haven't sent a meter photo

Done. 6 customers asked for a photo have not replied; each got a reminder at 09:44 in Arabic and English. Victor Lindqvist passes the 24-hour wait at 23:58 tonight, and a site read is booked with Tomás Reyes as the fallback.

Book the site read after 12 hours instead of 24

Changed to 12 hours, as rules version 8. On this week's 61 holds that would have booked 5 more site reads (16, not 11) and finished those final bills about half a day sooner. Customers who reply after 12 hours still have their photo used if it arrives before the visit.

Governance

Built for billing accuracy: every read sourced, every change signed.

No final bill on an estimated readA final bill is held until its read comes from the meter, a customer photo or a site read. The rule is versioned in Settings, and a photo is accepted only when its serial matches, it was taken within 48 hours of the handover and the usage sits inside the customer's band.
Named people decide and signAgents propose. The service order team decides exceptions and approves changed final bills; a credit and deposit analyst signs every debt offset and refunds over AED 5,000; meter operations confirms site reads. Each signature records its meaning.
Every field and every read has its sourceEach field taken from a tenancy contract, title deed or trade licence links to its passage in the document. Each read carries its source — meter, customer photo or site read — and the photo itself.
No disconnection between two occupantsWhen the next occupant starts the same day, supply stays on and one read closes one account and opens the next. A premise with no incoming occupant moves to the landlord's account after 3 days, so usage between occupants is billed to the landlord.
A run log on every premiseEvery agent step and every human decision — request read, premise matched, read refused, photo asked and read, bill recalculated, deposit settled, order written, approved — is logged on the premise with who and when.
Meter photos kept for the dispute periodMeter photos are kept with the read for the dispute period of 24 months, then deleted. Messages never ask for a full ID number by text, and refund notices go out only after the refund is approved.

Questions

What customer care and billing teams ask us.

What is move-in move-out processing for utilities?

It is the work of completing a change of tenancy — move-in, move-out, transfer or owner change — on one handover date: the final read and final bill for the outgoing occupant, the deposit refund, the new account, the opening read and the first bill for the incoming one. Move-In Move-Out Processing adds six agents that read the documents, match the premise, check the reads, settle the deposit and write the service order; the service order team decides the gaps.

How does utility move-in move-out automation work?

Each request is read with its tenancy contract, title deed, trade licence or ID, and matched to the premise, its meters and any account still open there. The reads are checked, the final bill and deposit worked out, and the order written to billing, closing one account and opening the next on the same read. Moves with no gap go straight through; the rest appear on a board in the order to work them.

How does it stop final bills going out on an estimated read?

The read validator holds any final bill whose read is estimated and texts the customer for a photo of the meter. It reads the digits and the serial, checks the photo was taken within 48 hours of the handover and that the usage sits inside the customer's band, then releases the bill. A site read is booked only if no usable photo arrives within the wait, 24 hours by default.

What happens when the previous tenant never asked to leave?

The premise matcher finds the active account at the address and the request is referred, not processed. In the sample case it found Lina Park's account still open at Apt 803 after her tenancy ended on 30 Sep, and proposed closing it on the incoming tenant's move-in date with a final read at 00:00. A clerk decides; the agents never close another person's account.

How are deposits, refunds and debts on other accounts handled?

The refund is the deposit less the final bill and any debt found on the customer's other accounts. Every offset and every refund over AED 5,000 is signed by a credit and deposit analyst, and a new customer with an unpaid final bill elsewhere pays a raised deposit and is referred to credit. The target is the refund sent within 2 working days of the approved final bill.

Does it work for electricity and water, homes and businesses?

Yes. In the working solution a handover carries both the electricity and the water read, and deposits are set for apartments, villas and townhouses, and commercial premises by connected load. A commercial change of tenant is checked for its trade licence as well as the tenancy contract.

Do people stay in control of exceptions and changed bills?

Yes. The agents propose and draft; the service order team decides every exception and approves every final bill that changed, with the meaning of the signature recorded. Credit and deposit analysts sign offsets and large refunds, meter operations confirms site reads, and every step is on the premise's run log.

How long does it take to go live?

The Agentic Solution Engine builds and deploys it from your requirements and documents — your move procedures, tariffs, deposit rules and a sample of past move requests and final bills — and it goes live once every quality gate has passed. We will walk you through it on your own handovers first.
