What is Dual Enrollment Program Management?

Dual Enrollment Program Management is dual enrollment software for a college and its partner school districts, whether the program is called dual enrollment, dual credit, concurrent enrollment or early college. Each student is one row across the district and college halves, and agents check consent, eligibility against the MOU, seats and instructors, citing every value. A registration posts only when the counselor and the college have both approved.

The problem

Why a dual enrollment program runs on email between two offices

A dual enrollment program lets high school students take college courses, at the high school, on campus or online, and earn both college and high school credit. Every registration needs two institutions to agree. The district nominates the student, collects a parent's consent and sends the transcript; the college checks placement, finds a seat the dual enrollment program agreement (the MOU) allows, puts a qualified instructor in front of the class, and later posts the grade to both transcripts.

Today that runs on PDFs, e-signature forms, spreadsheets and email between two offices with two student systems. Consent forms come back in the family's language and the coordinator cannot check them. MOU terms and dual enrollment requirements (GPA, placement, grade level, credit load, seats) differ per partner and change at each renewal, so exceptions are decided by email with no clause on file. Instructors are checked twice or not at all, and a college grade can reach the high school transcript as a P or with half the dual credit.

One case, step by step

One student through the dual enrollment program, from consent to a posted registration

Bảo Trần, grade 11 at Port Amity High School in Marlow Bay Unified, wants ENG 101-31, Composition I, at Brandvale Community College. It is Monday, January 11, 2027, and dual enrollment registration closes Friday at 5:00 PM. Here is his registration, screen by screen, in the working solution.

  1. 019:05 AM

Each student is one row across the district and the college

Joelle Banks · Dual Enrollment Coordinator

The registration board splits down the middle: Marlow Bay Unified on the left, Brandvale on the right. The district half holds counselor approval, parent consent and GPA; the college half holds placement, seat, instructor and grade. The joint in the middle closes only when both sides are complete, and Bảo's is open on “MOU 4.2 · GPA 2.94”.

Overnight the agents read 212 documents: 171 filled in their checks, 29 need a person, 12 went back to counselors with the reason.

  2. 02One click

The Vietnamese consent form, beside the English

    Intake agent

Bảo's parent consent form is in Vietnamese, and it stays that way. “Tôi đồng ý cho con tôi đăng ký lớp ENG 101” sits beside “I agree to let my child enroll in ENG 101”, at 0.97 translation confidence against the 0.95 threshold. The signer, Trần Thị Lan, is his guardian of record in the district system, and the date 02/11/2026 is read day-first as November 2, 2026.

  3. 03His row

Every check cited, and the one clause that keeps it open

    Joelle Banks

Each check cites its source: placement 262, 26 of 28 seats in CRN 40231, and Hannah Lindgren qualified to teach it under credentialing review FC-26-0412. The GPA check shows 2.94 against the 3.0 that MOU clause 4.2 needs. The record also says who may see it: at Brandvale, Bảo holds the FERPA rights; at Port Amity, his mother does until he turns 18.

  4. 04Check the alternate path

The alternate path, found and drafted with every value cited

    Eligibility agent

The agent reads clause 4.2 and the January 6 transcript, then finds clause 4.3: a counselor's recommendation with a placement of 250 or higher. Darnell Price's recommendation of January 7 and the 262 placement meet it. It re-checks the other clauses and drafts exception EX-27-0117 at 0.96 confidence, with five citations.

Only the counselor approves the district half and only the Dean approves an exception under clause 4.3.

  5. 0510:14 AM

The district half, approved with a reason code

    Darnell Price · School Counselor

Darnell approves for Marlow Bay Unified with reason code OVR-04, Counselor recommendation, and a note for the record. The decision is logged with his name, the time, the reason and the evidence.

“Bảo earned an A in English 11 Honors; I will meet him every two weeks.”

  6. 0610:38 AM

Both sides approved: the joint closes and the registration posts

Dr. Carmen Ilves · Dean of Dual Enrollment

The Dean approves the college half under clause 4.3. Only then does the Registration agent post Bảo to ENG 101-31, CRN 40231, in the college student information system. It drafts the family notice in Vietnamese and English, and Joelle reviews and sends it.

  7. 07The rule behind it

The MOU, clause by clause, as the rules the agents apply

    Eligibility agent

Clause 4.3 sits in the Marlow Bay Unified agreement for 2025–2028 with its text, the rule as the agent applies it, and this term's use: 41 approved, 11 waiting, 3 declined. Version 3, of May 2, 2026, raised the placement threshold from 240 to 250, approved by the Dean and co-signed by the district.

  8. 08Before a section opens

Instructor qualifications read once, from the college's own review

    Credential agent

Of 120 high-school-based instructors, 104 are qualified, 9 are on a credential plan, 4 are in review and 3 are not qualified, with their sections reassigned. The agent reads each decision, review number, approver and date and never re-checks it. Two sections whose instructor is still in review hold 17 students until the review closes.

  9. 09After the term

Every fall grade checked on the high school transcript

    Transcript agent

Of 2,618 fall 2026 college grades, 2,585 match the district transcript. 33 do not: 14 posted as P, 11 with half the credit, 6 missing and 2 under the wrong title. The agent drafts a correction for each; Joelle prepares the batch and Renée Castellano, the district registrar, approves it.

The agent writes nothing to the district record itself.

  10. 10Audit-ready

Who decided, when, why and on what evidence

Sunita Rao · Director of Institutional Effectiveness

The audit trail holds every action by people and agents, including the Dean's approval of Bảo's college half and the posting that followed. Export a pack offers four: the dual-credit accreditation review, the state dual-credit report, the FERPA disclosure log and agreement compliance by clause, with names turned to IDs for external reviewers.

7 agents. Each with one job, and hard limits.

Seven agents read consent, check the MOU, read instructor status and match both transcripts; people on both sides approve.

Intake agent

Reads consent forms, transcripts, placement results and counselor recommendations, translates consent forms with the original kept beside the English, and matches the signer to the guardian of record.

  • Never accepts a signer it cannot match to the guardian of record
  • Below 0.95 translation confidence, a person reads the form
Eligibility agent

Checks grade level, age, GPA, placement, prerequisites and credit load against the partner's MOU, clause by clause, and drafts exceptions under an alternate clause.

  • Never approves
  • Never drafts an exception without an alternate clause
Seat agent

Keeps sections within the MOU's seat caps and minimums and proposes moves for waitlisted students.

  • Never moves a student without the coordinator's approval
Credential agent

Reads each high-school-based instructor's status from the college's faculty credentialing review.

  • Never re-checks or overrides a credential decision
  • Never opens a section without a qualified instructor
Registration agent

When both halves are approved, posts the registration to the college student information system and drafts the family notice in the family's language.

  • Never posts without both approvals
  • Never sends a notice on its own
Transcript agent

Matches every college grade and credit to the district transcript after term end, using the MOU's credit table, and drafts corrections.

  • Never writes to the district record; the district registrar approves
Reporting and Records agent

Builds the state dual-credit report and the audit packs, and answers FERPA questions from the rules.

  • Never releases a report or a record
  • Never shows a count under 10

Why is Bảo Trần's registration still open?

Clause 4.2 needs a 3.0 unweighted GPA, and his January 6 transcript shows 2.94. Clause 4.3 is an alternate path: a counselor's recommendation plus a placement score of 250. He has both: Darnell Price's recommendation of January 7 and a 262. Everything else is complete, including his Vietnamese consent.

Which consent forms need a person today?

9 of the spring forms: a signer who is not the guardian of record (Lucía Ortega, signed by her uncle), a translation below 0.95 confidence (Joshua Dizon, Tagalog, 0.91), a form for the wrong term (Tomás Reyes), and 6 with a name or signature question. Another 46 families have not sent one yet.

Which spring sections can't open yet, and why?

Two sections wait on the faculty credentialing review: WELD 105-01 (Derek Ahlgren, 8 students) and BIO 110-07 (Marisa Quintero, 9 students). That is 17 students. WELD 105-02 has 9 students, under the minimum of 12, and the Seat agent has a proposal for the Dean.

Draft reminders to the families still missing consent

Drafted for 46 families, each in the language on file: 29 English, 11 Spanish, 3 Vietnamese, 2 Tagalog, 1 Arabic. Each names the student, the course and Friday's deadline. Nothing is sent until you approve.

Questions

What dual enrollment program offices ask us.

What does a dual enrollment program for high schools check for every student?

On the district side: the counselor's approval, a parent's consent and the high school GPA and transcript. On the college side: placement, a seat the MOU allows, a qualified instructor and, after the term, the grade on both transcripts. The Eligibility agent checks grade level, age, GPA, placement, prerequisites and credit load clause by clause.

How are parent consent forms in other languages handled?

The Intake agent reads the form in the family's language and shows the original beside a working English translation, line by line, both cited. It checks the signer against the guardian of record, the date and the course. Below 0.95 translation confidence, or when the signer does not match, a person decides.

How does it apply the dual enrollment program agreement?

Each clause of the MOU is a versioned rule showing its text, how the agents apply it and the students it affects. When a clause is not met, the Eligibility agent looks for an alternate clause and drafts the exception for the counselor and the Dean to decide; it never drafts one without such a clause. A rule change needs the Dean's approval.

How are dual credit instructor qualifications checked?

Once, by the college's own faculty credentialing review. The Credential agent reads each high-school-based instructor's decision, review number, approver and date, and never re-checks it. A section cannot open without a qualified instructor, and credential plans go to the Dean.

Who holds FERPA rights for a dual enrollment student?

At the college, the student holds the FERPA rights at any age; at the high school, the parents do until the student turns 18. The Reporting and Records agent drafts each answer with citations to 34 CFR Part 99, and a person sends it. Every share with the high school goes on the disclosure log.

Do people stay in control of every registration?

Yes. Agents may not approve, post, send, release, change a rule, re-check a credential or write to the district record. The counselor approves the district half, the coordinator or the Dean the college half, and the district registrar approves grade corrections, each with a reason code on the audit trail.

How long does it take to go live?

The Agentic Solution Engine builds and deploys it from your requirements and documents, such as your partnership agreements, consent forms and a sample of past registrations, and it goes live once every quality gate has passed. We will walk you through it on your own files first.
