What is State Authorization and Licensure Disclosure?

State Authorization and Licensure Disclosure is software for professional licensure disclosure and state authorization compliance. Six agents open a determination for every admit, address change and program change, cite each state board's rule with the date it was retrieved, compare it with the program's attested curriculum facts and draft the student's notice. The compliance officer signs, the Registrar or Admissions releases, and the student acknowledges.

The problem

Why professional licensure disclosure breaks down between the spreadsheet and the student

Professional licensure disclosure is now a student-by-student duty. Since July 1, 2024, 34 CFR 668.14(b)(32) requires every program that leads to a professional license to meet the educational requirements of the state where each student is located, the public list under 34 CFR 668.43(a)(5)(v) may no longer say "not determined", and under 34 CFR 668.43(c) an enrolled student who moves to a state where the program falls short must be told in writing within 14 calendar days. At a public university with 64 licensure programs and 5,812 out-of-state online students, that is 3,584 program-by-state determinations to keep current, every admit to notify before enrollment, and every move to catch.

Today the rules sit in a spreadsheet re-checked once a year, program directors are asked whether their program "meets Oregon" when they can only say what it teaches, admissions relies on a licensure disclosure form in the application, and the student information system sends one professional licensure disclosure statement per state code without reading whether the change was a move at all. State Authorization and Licensure Disclosure puts six agents on the watching, reading and drafting, so the compliance officer spends the day signing determinations with the board's own words in front of her.

One case, step by step

One move, from address change to an acknowledged professional licensure disclosure

Rhea Castellano is in Halden State University's online Master of Social Work, Advanced Standing, 18 of 39 credits into week 3 of the Fall II session. Here is her licensure disclosure, screen by screen, in the working solution.

  1. 01Oct 20, 4:12 p.m.

    A permanent-address change, read as a move

    Location agent

Rhea changes her permanent address from Ohio to Oregon in self-service. The Location agent reads it as a move under the university's location policy, Policy AA-7.3 §2, with confidence 0.98, opens a determination and starts the clock when the move is recorded, which is stricter than the rule.

    Day 2 of 14 · notice by Nov 3

  2. 025:48 a.m.

Every board page re-read before the office opens

    Rule agent

The quarterly re-check finishes overnight: 1,206 board pages behind 3,584 lines, 9 changes, 3 of which change a verdict for 27 enrolled students. Each change is shown old against new, labeled as wording only or as changing a verdict, and 2 pages that did not answer are listed for a re-read.

  3. 03Morning

One row per student, ordered by clock

Nadia Ferreira-Holm · State Authorization Compliance Officer

47 determinations are open: 21 Spring admits, 19 address changes and 7 program changes. Each row shows the clock, the trigger, the program and state, the board's rule in one line with its citation, the proposed verdict and a preview of the drafted disclosure. Dario Pellegrini's Tennessee notice, due Oct 23, sits at the top.

8 moves on a 14-day clock, none overdue

  4. 04One click

Oregon's rule, cited to the board's page

    Rule agent

The citation opens the Oregon social work licensing board's passage on master's level license requirements, retrieved Sept 14, 2026 and re-checked that morning at 6:02 a.m., unchanged. The requirement is highlighted, and opening it is logged.

"a supervised field practicum of not fewer than 900 clock hours"

  5. 05Side by side

600 hours against 900, so the program does not meet

    Curriculum Match agent

Dr. Marcus Lindgren attested on Aug 3, 2026 that the program includes 600 practicum hours, 300 each in SOWK 7810 and SOWK 7820. The agent proposes does not meet, 300 hours short, at confidence 0.94 against a 0.90 threshold. Ohio still meets, and the Standard Track, with 900 hours, meets Oregon.

  6. 064:14 p.m.

A notice in plain words, with three options

    Drafter

The Drafter writes Rhea's notice from template v4 at a grade 8 reading level, checked against 34 CFR 668.43(c): move to the MSW Standard Track, stay and seek a license in a state where the program meets, or talk it through with her advisor. The trace shows each agent's step, its time and the hand-off to Nadia.

Nothing changes in your enrollment until you choose.

  7. 07Day 2, 9:38 a.m.

Signed with an attestation, and locked from release

    Nadia Ferreira-Holm

Nadia ticks the attestation and signs the determination as State Authorization Compliance Officer. She cannot release the notice she signed: that rule is locked in the roles, so release passes to the Registrar's office.

The person who signs cannot release

  8. 0810:30 a.m. to 2:47 p.m.

Released in the morning batch, acknowledged that afternoon

    Theo Badalamenti · University Registrar

Theo releases the notice in the 10:30 a.m. batch by email and the student portal. Rhea acknowledges it at 2:47 p.m. and chooses "Talk to my advisor about the Standard Track". The determination closes on day 2 and is kept 7 years after she leaves.

  9. 09Before registration

Admits told before they can register

Danielle Achebe · Director of Admissions (Online)

318 Spring out-of-state admits are in 27 licensure programs: 297 are notified and signed, and 21 are open. Where the program does not meet the admit's state, or the rule is not yet determined, an enrollment hold is proposed to Admissions; 13 are proposed and 36 already placed, with registration opening Nov 9.

  10. 10Audit-ready

One sealed pack for a federal program review

    Packaging agent

For Grace Whitfield, the internal auditor, the Packaging agent gathers every signed determination with the passage it cites, 1,081 notices this term with their release and acknowledgment, the location policy, the notice template and the settings history. Student IDs are masked, addresses are reduced to the state, and the pack is sealed with its checksum.

Built on the engine

6 agents. Each with one job, and hard limits.

Six agents watch moves, cite each state's rule, match it to the program and draft the notice; the compliance officer signs.

Location agent

Watches the student information system and the admissions CRM for new admits, address changes and program changes, applies the location policy and opens a determination for each, starting the clock.

  • Reads the state only, never the street or city
  • Sends mailing-only, internship, military and overseas addresses to an analyst
Rule agent

Keeps each licensure program's requirement in each state, quoted from the board's page with its address and retrieval date, and re-reads every page each quarter and before any signature that cites it.

  • Never decides a verdict
  • When two pages disagree, asks the board in writing and marks the line not determined
Curriculum Match agent

Compares a state's rule with the curriculum facts the program director attested, and proposes meets or does not meet with the gap and a confidence.

  • Proposes, never signs
  • Below 0.90 a person reads the passage, and the row is left out of bulk signing
Drafter

Writes each individualized notice in plain language from the approved template: what changed, the rule, the program and the student's options.

  • Sends nothing
  • Writes at a grade 8 reading level
Publisher agent

Generates each program's public disclosure page from the signed lines and shows what changed, so the pages and the notices never disagree.

  • Uses signed lines only
  • Publishes only after the compliance officer approves
Packaging agent

Builds export packs for a federal program review, a reciprocity audit or an internal sample, masks student IDs and seals each pack with a checksum.

  • Downloads only by the auditor and the compliance officer
  • Every download is logged

Ask in plain words

The compliance office can ask the agents about any row in plain words. Every answer cites the record, policy or board passage it rests on, and opens the screen that shows it.

Why does Rhea Castellano's notice have to go by November 3?

Rhea recorded a move from Ohio to Oregon on Oct 20 at 4:12 p.m., and under the location policy a permanent-address change is a move. Oregon asks for 900 practicum hours; her program has 600, attested by Dr. Lindgren on Aug 3. An enrolled student whose program does not meet their new state's rules gets a written notice within 14 calendar days. Halden starts the clock when the move is recorded, so it runs to Nov 3.

Which enrolled students does this quarter's re-check affect?

The re-check read 1,206 board pages and found 9 changes. Three change a verdict: MS Clinical Mental Health Counseling in Colorado (meets to does not meet, 9 students), MAT Secondary Education in Illinois (meets to does not meet, 14) and MSN Family Nurse Practitioner in New Mexico (does not meet to meets, 4). That is 27 enrolled students; accepting a change reopens their determinations with a fresh 14-day clock.

Which notices have no acknowledgment after 5 days?

4 admits, all reminded on day 5: Marta Kessler (MSN Family Nurse Practitioner, Arizona, 11 days, program director told), Jonah Pruitt (Georgia, 8), Selin Aydin (South Carolina, 7) and Kofi Mensah (Tennessee, 6). None can register before acknowledging.

Prepare the export for a federal program review

The pack holds, for Fall 2026, every signed determination with the board passage it cites, every notice with its release and the student's acknowledgment, the public pages as published, the location policy and the settings history. Student IDs are masked and addresses reduced to the state.

The agents' run, step by step, with times and the hand-off to a personThe Location, Rule and Curriculum Match agents and the Drafter reached the proposal between 4:12 and 4:14 p.m.: the location policy applied at 0.98, the verdict proposed at 0.94 against a 0.90 threshold, the notice checked against 34 CFR 668.43(c), then handed to the compliance officer.
Signed by the compliance officer, released by the Registrar, acknowledged by the studentSigned on day 2 at 9:38 a.m., released by the Registrar's office in the 10:30 a.m. batch by email and the student portal, and acknowledged at 2:47 p.m. with the student's choice of option. Governance

Built for state authorization: attested, signed, released, on the record.

Facts attested, judgment signed, release separatedProgram directors attest only to curriculum facts; the State Authorization Compliance Officer signs each determination; the Registrar or Admissions releases the notice. The person who signs cannot release, and a director cannot sign about their own program. Both rules are locked.
Not determined fails closedA line that is not determined sends nothing and holds enrollment until a person signs a verdict, and it is published as "does not meet" until then.
Overrides need a reason, and some need a second reviewerA person can change any verdict with a reason code: rule misread, program facts outdated, board guidance received, student location wrong, or other with a note. A change from does not meet to meets, which would stop a notice, needs a second reviewer.
Every rule and statement cites its sourceEach rule line, value and agent statement carries a citation that opens the board passage, attestation or record behind it, with the retrieval date. Opening a source is logged.
Location is the state, never the streetUnder FERPA, compliance, the Registrar and Admissions see a student's state only; program directors see counts, not names. Records are kept 7 years after the student leaves, exports are masked, and the agents never use student data to train a model.

Questions

What compliance offices ask about professional licensure disclosure.

What are the professional licensure disclosure requirements?

Under 34 CFR 668.43(a)(5)(v), an institution publishes, for each program that leads to a license, the states where it does and does not meet the educational requirements. Under 34 CFR 668.43(c), it tells a prospective student directly before enrollment when the program does not meet their state, and tells an enrolled student in writing within 14 calendar days of determining that it does not meet a new state. Since July 1, 2024, 34 CFR 668.14(b)(32) also requires the program to meet the requirements where students are located.

What happens when a student moves to another state?

The Location agent reads the address change against the university's location policy and tells a real move from a mailing-only, internship, military or overseas change. A move opens a determination and starts the clock when the move is recorded, which is stricter than the rule. In the working solution, an Ohio-to-Oregon move recorded on Oct 20 was signed, released and acknowledged on day 2.

How does it keep state licensure rules current?

The Rule agent re-reads every board page each quarter and again before any signature that cites it. Each change is shown old against new and labeled wording-only or verdict-changing; accepting a verdict change reopens every affected enrolled student with a fresh 14-day clock. Pages that do not answer are listed and re-read, so no line goes stale silently.

Does it help with a state authorization reciprocity agreement (SARA) audit?

Yes. Every notice, its release and the student's acknowledgment are kept with the signed determination and the board passage it cites. The Packaging agent builds an export pack for a reciprocity audit, a federal program review or an internal sample, with student IDs masked and the pack sealed.

Do people stay in control of each determination?

Yes. The agents propose, draft and package; they never sign, release, place an enrollment hold or publish a page without approval. The compliance officer signs every determination with an attestation, the Registrar or Admissions releases, and an override that would stop a notice needs a second reviewer.

Who sees a student's location under FERPA?

The state only, never the street or city, and only for the compliance office, the Registrar and Admissions for admits. Program directors see counts, not names. Determinations and notices are kept 7 years after the student leaves, exports are masked, and student data is never used to train a model.

How long does it take to go live?

The Agentic Solution Engine builds and deploys it from your requirements and documents, such as your location policy, notice template, program list and a sample of past address changes, and it goes live once every quality gate has passed. We will walk you through it on your own programs first.
