What is VA GI Bill Enrollment Certification?

VA enrollment certification is the report a school certifying official sends VA each term for every student using VA education benefits: the courses, the credits that apply to the student's degree program, the term dates and the tuition and fees. VA GI Bill Enrollment Certification puts six agents in front of that work: they stamp every course against the degree plan, show the training time and housing effect, and draft messages and amendments, and only the school certifying official certifies.

The problem

Why VA enrollment certification goes wrong in the two weeks before the term

VA enrollment certification is the report a college sends VA each term for every student using VA education benefits: which courses the student takes, how many credits count, and the tuition and fees to pay. Only courses that apply to the student's degree program may be certified, and every later drop, add, withdrawal or grade change must reach VA within 30 days. Since January 5, 2021, tuition and fees VA overpays are the school's debt (Pub. L. 116-315, Section 1019); housing allowance debts fall on the student.

Today a school certifying official holds the schedule beside a degree audit printout, decides by eye whether each course counts, types the result into VA's certification system and tracks changes in a spreadsheet. An elective already filled, a course from another program or a repeat of a passed course is easy to miss when the schedule and the audit sit in two windows. For the Post-9/11 GI Bill, one course off the plan can turn a full-time veteran into three-quarter time and cut the monthly housing allowance by hundreds of dollars, and it can surface after the term has started. VA GI Bill Enrollment Certification puts six agents in front of that checking, so the certifying official decides and signs.

One veteran's schedule, through VA enrollment certification before the term

Thursday, January 7, 2027 at Brandvale Community College. Spring runs January 11 to May 7, and Darnell Whitaker has 275 files to certify before Monday. Here is what happens to Rosa Delgado-Finch's schedule, screen by screen, in the working solution.

  1. 01Overnight

Every schedule read against its degree plan before the office opens

    Plan agent and Applicability agent

Between 9:00 p.m. and 6:38 a.m. the agents read 1,186 degree plans and stamped 4,512 Spring courses: 4,433 count and 79 do not. They drafted 38 amendments for changes since certification and 52 student messages, 44 of them with a course that counts in the same time block. The certification queue opens on one next step, five numbers that are also filters, and the peak strip: 140 files planned today, 135 on Friday.

Housing for January pays Feb 1 if certified by Monday.

  2. 028:02 a.m.

A stamp on every course, with the plan line it fills

Darnell Whitaker · School Certifying Official

Rosa is on the Post-9/11 GI Bill at the 100% benefit level, in AAS Cybersecurity, catalog 2025–26. CIS 210 Network Security Fundamentals, CIS 225 Linux Administration and ENGL 102 Composition II are stamped "Counts toward AAS Cybersecurity" with plan lines 11, 12 and 2. MUSC 105 Guitar I, Tue/Thu 10:00–11:15 a.m., is stamped "Not on plan", with the reason.

Not on plan: No open elective remains (plan line 14 filled by PHIL 110)

  3. 03One click

The citation opens the degree plan line

    Plan agent

The degree plan, read at 6:02 a.m., shows what fills every requirement line: 60 credits in the program, 29 applied before this term, 5 of them from military training and 3 from transfer credit. Line 6, humanities or fine arts, is filled by ARTH 101 Art Appreciation, and line 14, the only general elective, by PHIL 110. The military training credit was evaluated on Sep 12, 2025 by Nadia Feld, the transfer credit evaluator.

  4. 04The footer

The housing effect, before anyone certifies

    Training Time agent

Ten of Rosa's 13 credits are certifiable, which is three-quarter time. The footer shows the arithmetic: rate of pursuit 10 ÷ 12 = 83%, rounded to the nearest 10% for housing, 80%. Her housing allowance would be $1,589 a month instead of $1,986, and the tuition and fees to certify $1,576.

$1,589 a month instead of $1,986: $397 less each month, about $1,549 over the term.

  5. 058:06 a.m.

A course that counts, at the same hour, sent by a person

    Darnell Whitaker

The Student messenger found CIS 140 Scripting for Security, Tue/Thu 10:00–11:15 a.m. in Central T-120, with 6 seats, counting on plan line 10. Darnell sends the drafted message by text and email. Rosa reads which course does not count, what it does to her housing allowance, and the course she could take instead.

Messages are always sent by a person.

  6. 068:31 a.m.

One tap to swap, and the agents re-stamp the schedule

    Rosa Delgado-Finch · Student veteran

Rosa swaps Guitar I for CIS 140 on her phone; she could also keep Guitar I or ask a question. At 8:32 the Applicability agent re-stamps her schedule on its own, confidence 0.99: 4 of 4 courses count, 13 credits, full time, $1,986 a month at 100%, tuition and fees $2,020. The file goes back to Darnell to certify.

  7. 078:48 a.m.

The certifying official certifies, under his own name

    Darnell Whitaker

The certify step lists each course with its plan line and the checks: 13 credits, full time, housing at 100%; every certified course has a plan line or a signed advisor exception; the file was prepared by Keisha Abernathy, not by Darnell. He certifies in VA's system and gets confirmation EC-27-0118342. The Change agent now watches Rosa's schedule until May 7.

This certification goes to VA's certification system under your name, Darnell Whitaker. No agent submits.

  8. 08Every night after

An amendment drafted the day a change happens

    Change agent

Kayla Brennan dropped MATH 120 College Algebra on Dec 9, from 12 to 9 credits. The Change agent drafted the amendment with its effective date, new credits and the reason sent to VA; Keisha Abernathy checked it at 7:46 a.m., it is due Jan 8 and has been escalated to Dr. Lillian Prewitt. For Tyrone Haskell's drop of WELD 120, the amendment shows the $444 of tuition the college would owe under Section 1019 if it were missed.

First drop of up to 6 credits: mitigating circumstances, no student debt.

  9. 09Due today

A course off the plan counts only with the advisor's signature

Dr. Elena Varga · Academic Advisor

Andre Whitfield, AS Business Administration, asks for BUS 150 Small Business Management to fill line 9 in place of BUS 110, as a substitution for a plan requirement (§4.6). Dr. Varga sees only her own advisees' requests, four of them, with the agent's outcome match of 4 of 4 (0.93). She signs or declines with a reason; she cannot certify, and a certifying official cannot sign for her.

  10. 10On the record

Who did what, when, why and on which evidence

    Samuel Okafor · Internal Auditor

The morning is on an audit trail that cannot be edited and is kept seven years: the message sent at 8:06, the swap at 8:31, the re-stamp at 8:32, the certification at 8:48 and the Change agent starting to watch. Each agent entry records its version, model and prompt, and each entry opens its sources. The auditor exports a CSV or builds an evidence pack.

Built on the engine

6 agents. Each with one job, and hard limits.

Six agents read plans, stamp courses, count training time and draft messages and amendments; only the certifying official certifies.

Plan agent

Reads each student's degree plan, catalog year, transfer credit and military training credit from the degree audit system, line by line, and proposes prior credit from transcripts.

  • Readings below 0.90 go to a person
  • Never applies credit; the transfer credit evaluator signs
Applicability agent

Stamps every course on the schedule: counts, with the plan line it fills, or does not, with the reason (elective filled, another program, catalog year, repeat, remedial rules). Scores the outcome match on an advisor exception.

  • Every stamp cites its plan line or reason
  • Never counts a course without a plan line or a signed exception
Training Time agent

Computes training time and rate of pursuit for each term and each 8-week session, the housing allowance, including the distance-learning rate for an online-only schedule, and the tuition and fees to certify.

  • Shows its arithmetic
  • Rounding is fixed by law, not a setting
Student messenger

Drafts plain-words messages to students: the course that does not count, the housing effect, and a course that counts in the same time block with open seats.

  • A person sends every message
  • Never mentions another student or a debt the college may owe
Change agent

Compares registration with every certification each night and drafts the amendment for each drop, add, withdrawal or grade change, with its effective date, reason and 30-day due date, and the tuition the college would owe under Section 1019.

  • Drafts only; a coordinator checks and a certifying official submits
  • Escalates to the Director at 7 days left
Survey agent

Draws a sample of student files and runs eight checks on each the way a VA compliance survey would, then drafts a corrective action for every finding.

  • Never releases a file
  • The Director approves every survey pack
School Certifying Official

Certifies every term; never the preparer. The agents propose; a named person decides.

Ask in plain words

Ask about any student, course, plan line or VA rule

Ask in plain words. Every answer comes from the degree plan, the schedule and the rules, cites its source, and opens the screen it is about.

Why would Rosa's housing allowance drop to 80%?

MUSC 105 Guitar I is not on her AAS Cybersecurity plan: her only general elective, line 14, is filled by PHIL 110. That leaves 10 certifiable credits. 10 ÷ 12 is 83%, and VA rounds to the nearest 10% for housing: 80%, $1,589 a month instead of $1,986. CIS 140 meets in the same time block and counts on line 10.

Which amendments are due within 7 days?

9 amendments are due within 7 days. The first is Kayla Brennan's drop of MATH 120 on Dec 9, due tomorrow, Jan 8; then Nora Whitlock (Jan 10), Malik Henderson (Jan 12) and Brianna Cole (Jan 13). VA must receive each within 30 days of the change.

Who has a course not on plan and no exception?

43 students this morning, plus 9 with a repeated course. 7 more have an exception waiting for an advisor. The Student messenger drafted a message for each, and for 44 found a course that counts in the same time block.

Build the survey pack for VA

The 25 sampled files are collected: each certification and amendment with who certified it, the degree plan with the stamp on every course, advisor exceptions with signatures and the prior credit evaluation, with Social Security numbers cut to the last 4 digits. Releasing it needs Dr. Lillian Prewitt's approval.

Every course on a veteran's schedule stamped against the degree planRosa Delgado-Finch's Spring 2027 schedule, one course per row. Three courses are stamped "Counts toward AAS Cybersecurity" with plan lines 11, 12 and 2; MUSC 105 Guitar I is "Not on plan" because plan line 14 is filled by PHIL 110. The footer turns 10 of 13 credits into three-quarter time, a housing allowance of $1,589 a month at 80% and $1,576 of tuition and fees to certify, before anyone certifies.
The VA enrollment certification queue: one next step and the two weeks before the termThe certifying official's home for the term: one next step in plain words, five numbers that are also filters, the peak strip with daily counts (40% of the year's certifications), and a queue where every row says what the agents found, such as "PSYC 210 is not on his plan: social science line already filled".
The degree plan: what fills each line, with transfer and military training creditAAS Cybersecurity, catalog 2025–26: 60 credits, 29 applied before this term (5 military, 3 transfer), with the prior credit evaluations on file under 38 CFR 21.4253(d)(3). A note explains why MUSC 105 cannot count: line 6 is filled by ARTH 101 and line 14, the only general elective, by PHIL 110.
The student's phone: a course that counts, at the same hourWhat the veteran sees after a person sends the agent's draft: Guitar I does not count, with 10 credits VA would pay housing at 80%, and CIS 140 Scripting for Security meets at the same time with 6 seats. She can swap, keep Guitar I or ask. She never sees other students, internal notes, her Social Security or VA file number, or any debt the college may owe VA.
Re-stamped after the swap: full time and the full housing allowanceWhen the student changes her registration, the agents re-read the schedule and re-stamp it on their own. CIS 140 counts on plan line 10; the footer shows 13 of 13 credits, full time, $1,986 a month at 100% and $2,020 of tuition and fees, and the file goes back to the certifying official.
Certify in VA's system: the school certifying official signs, no agent submitsThe last step is a person's. The certifying official sees exactly what goes to VA, course by course with the plan line behind each, and the checks: full time, housing at 100%, a plan line or a signed exception on every course, and that someone else prepared the file.
Changes since certification: VA enrollment amendments inside the 30-day windowEach night the Change agent compares registration with every certification and drafts the amendment for each drop, add, withdrawal or grade change, with its effective date and reason. 38 are open and 9 are due within 7 days. A banner says the grade feed has not arrived since 5:10 p.m. and offers a retry; a coordinator checks each amendment and a certifying official submits it.
Advisor exceptions: a course off the plan counts only with a signaturePreviewing as Dr. Elena Varga, who sees only her own advisees' four requests. Each shows the course, the plan line it would fill, the reason code and the agent's outcome match, such as BUS 150 for line 9 in place of BUS 110, 4 of 4 (0.93). She signs or declines with a reason; she cannot certify.
Prior credit: military training and earlier college credit evaluated firstVA requires prior education and military training to be evaluated and the program shortened. The Plan agent reads Owen Mitchell's military training transcript and proposes credit line by line with its confidence, 7 credits in all; the transfer credit evaluator signs, and the overdue evaluation holds his certification until then.
VA compliance survey readiness: a self-survey before VA'sThe Survey agent draws 25 files from Fall 2026 and runs eight checks on each, from the degree plan on file to amendments within 30 days: 23 are clean and 2 have findings, such as military training credit not evaluated before a second term, each with a drafted corrective action and a survey pack to build.
Audit trail: who did what, when, why, with the evidenceEvery action by a person or an agent is on the record with its reason and sources, kept seven years and never edited, from the Plan agent reading 1,186 degree plans at 6:02 a.m. to the certification at 8:48. Filters separate people from agents; the record exports as a CSV or an evidence pack.
Roles and separation of duties: who can certify, sign, check and approveSeven roles, each with what it can and cannot do, and the four duties enforced on every screen: the preparer never certifies; a course off plan needs the advisor's signature; a coordinator checks an amendment before a certifying official submits it; releases and settings need the Director.
Governance

VA enrollment certification on the record: cited, checked and signed by people.

Seven roles, separated by dutyA veterans services coordinator prepares; an academic advisor signs exceptions for their own advisees; a transfer credit evaluator signs prior credit; only a school certifying official certifies and submits amendments; the Director approves releases and settings; an auditor reads and exports; a systems administrator runs the connections. Any role can be previewed.
Two people on every certification and amendmentThe person who prepared a file can never certify it. An amendment is drafted by the Change agent, checked by a coordinator and submitted by a certifying official, and an unchecked amendment cannot be submitted. A course off the plan counts only with the advisor's signed exception.
Every stamp and number cites its sourceEach stamp opens its degree plan line, and each total shows its arithmetic and the rule behind it: 38 U.S.C. 3313 for housing, 38 CFR 21.4203 for the 30-day window, the SCO Handbook for repeats and applicability.
Agents versioned, measured and overridableEvery agent step carries its version and model, each agent has a confidence threshold and a golden-set score, and a person who changes a stamp gives a reason code, with the agent's original kept on the record. No agent certifies, amends, submits to VA, sends a message or changes a registration.
FERPA and VA claimant confidentialityBenefit records are open to school officials with a legitimate educational interest (34 CFR 99.31), and advisors see only their advisees' schedules, never payments. VA claimant records are confidential under 38 U.S.C. 5701: the Social Security number shows as its last 4 digits, the VA file number is masked, and opening one is logged.
An audit trail and a survey pack for VAWho, what, when, why and which evidence, for people and agents alike, kept seven years and never edited. Evidence packs and survey packs for VA, the state approving agency and internal audit are redacted on export, and a survey pack leaves only with the Director's approval.

Questions

What school certifying officials ask us.

What is VA enrollment certification?

VA enrollment certification is the report a school certifying official sends VA each term for every student using VA education benefits: the courses, the credits that apply to the student's degree program, the term dates and the tuition and fees. VA GI Bill Enrollment Certification puts six agents in front of that work: they stamp every course against the degree plan, show the training time and housing effect, and draft messages and amendments, and only the school certifying official certifies.

Does the GI Bill pay for a course that is not on the degree plan?

VA pays only for courses that apply to the student's program. The Applicability agent stamps each course with the plan line it fills or the reason it does not count, such as an elective already filled, a course from another catalog year or a repeat of a passed course. A course off the plan can be certified only with the academic advisor's signed exception on file.

How does the rate of pursuit change the GI Bill housing allowance?

For the Post-9/11 GI Bill, housing is paid only above half time and prorated by the rate of pursuit, rounded to the nearest 10% (38 U.S.C. 3313). In the working solution, 10 certifiable credits out of 12 is 83%, paid as 80%: $1,589 a month instead of $1,986. The Training Time agent shows this before certification, per 8-week session, and flags an online-only schedule at the distance-learning rate.

How long does a school have to report a change in enrollment to VA?

VA must receive a report of any change within 30 days (38 CFR 21.4203(d)). The Change agent compares registration with every certification each night, drafts the amendment with its effective date, reason and due date, and shows the tuition the college would owe under Section 1019 if it were missed. A coordinator checks it and a certifying official submits it; at 7 days left it is escalated to the Director.

Can it get our files ready for a VA compliance survey?

The Survey agent draws a sample of files and runs eight checks on each, the way a compliance survey would, and drafts a corrective action for every finding. It builds a redacted survey pack with the certifications, stamped degree plans, signed exceptions and prior credit evaluations, and the pack leaves the office only when the Director approves it.

Does an agent certify or submit anything to VA on its own?

No. Agents never certify, amend or submit to VA, never send a message to a student, never change a registration, and never count a course without a plan line or a signed exception. Certifications and amendments go to VA's certification system only under a school certifying official's own sign-in.

Do people stay in control of each decision?

Yes. A coordinator prepares each file, an advisor signs any exception, a transfer credit evaluator signs prior credit, and only a school certifying official certifies, never the person who prepared the file. A person who changes a stamp gives a reason code, and every settings change waits for the Director, who cannot approve her own.

How long does it take to go live?

The Agentic Solution Engine builds and deploys it from your requirements and documents, such as your degree plans by catalog year, your certification policies and a sample of past schedules, and it goes live once every quality gate has passed. We will walk you through it on your own schedules first.
