What is Workforce Pell Program Eligibility Review?

Workforce Pell Program Eligibility Review checks workforce Pell program eligibility for every short program a college runs: clock hours, weeks of instruction, completion, placement, the credential and the occupation, against the federal and state rules. Seven agents read the schedules and outcome data, cite every value to its page and write the state approval packet; the dean signs, the vice president of instruction approves submission, and the director of financial aid confirms Title IV after the Department approves.

The problem

Why workforce Pell program eligibility is hard to prove

Workforce Pell program eligibility turns on exact numbers. From the 2026–27 award year, Pell can pay for short workforce programs of 150 to 599 clock hours over at least 8 and fewer than 15 weeks of instruction, offered for a year at that length, with at least 70% completion within 150% of normal time and at least 70% of completers employed in the second quarter after exit. The credential must be recognized, stackable and portable, the occupation must be on the state's in-demand list, no more than 25% may be taught by another organization, and the governor and then the Department of Education must approve the program before one student is paid.

None of a college's noncredit programs was built to be proved this way. The hours live in section schedules, and a catalog's contact hours are often not clock hours at all under 34 CFR 600.2. Completions sit in the noncredit registration system, placement in the state wage file, credit in articulation agreements and demand on the state's list. Today a coordinator chases schedules, converts hours by hand and retypes every claim into the state form, one program at a time. Workforce Pell Program Eligibility Review puts seven agents on that reading, counting and drafting, so the dean decides which short-term Pell programs go to the state, and signs.

One program through workforce Pell program eligibility review to a signed packet

Wednesday, October 21, 2026, at Brandvale Community College: 41 noncredit programs on three campuses, and the state's spring 2027 review window closes November 13. Here is how Phlebotomy Technician, and the programs around it, move through the working solution, screen by screen.

  1. 01Overnight

Every short program read and placed before the office opens

    Seven agents

Between 2:00 and 2:14 AM the agents re-read 94 section schedules, 41 course outlines, 19 articulation agreements, 63 employer letters, the 2026–27 state in-demand list and the 2026 Q2 wage file. On the eligibility map, 26 programs sit inside the rectangle of 150 to 599 clock hours and 8 to fewer than 15 weeks, 14 of them pass every check, and 15 sit outside, each with the rule it misses written beside it.

The state window closes November 13, 2026, in 23 days, and 4 items wait for Dean Harriet Mbatha.

  2. 029:10 AM

Commercial Truck Driving sits outside, and the agent says what it would take

Harriet Mbatha · Dean of Workforce Programs

CDL Class A is a hollow dot labeled "below 8-week minimum": 160 clock hours, but only 4 weeks, Monday to Friday from 7:00 AM to 3:50 PM. The agent keeps the 160 hours and spreads them over 8 weeks of evenings and Saturday mornings, 20 clock hours a week, then dates it against the one-year rule: first evening section January 19, 2027, a year at that length by January 2028, and the earliest request to the state then. Harriet has until October 30 to send it to the program lead or decline it with a reason.

The 4-week day version keeps running without Pell.

  3. 03One click

Phlebotomy Technician, inside the rectangle, with its checklist under the plot

    Harriet Mbatha

168 clock hours over 10 weeks. Under the plot: completion 81% within 150% of normal time, placement 74% in the second quarter after exit, phlebotomists (31-9097) on the 2026–27 in-demand list, and 4 credits (MED 115) toward the AAS Medical Assisting. Under "Also checked": offered at this length since fall 2021, and 0% delivered by another organization. Every value opens its source passage.

  4. 04From the schedule

Workforce Pell clock hours counted to the federal definition, not the catalog's 180

    Program Reader agent

The catalog says 180 contact hours. The agent counted 80 for lecture and lab; 40 for the Saturday skills lab, not 45, because the last 30 minutes of each session is not a clock hour under 34 CFR 600.2; and 48 for the externship, the hours every student is guaranteed, not the 55 listed. Each line opens the spring 2026 schedule, page 2, or the course outline, page 4.

    80 + 40 + 48 = 168, twelve fewer than the catalog, and each difference is cited.

  5. 05Before she signs

Eleven rules, the agents' run, and a question answered

    Harriet Mbatha

The program review lists eleven rules, from clock hours and weeks to accreditor inclusion and excluded coursework, each with a cited value and a confidence from 0.95 to 0.99, and shows the agents' run step by step. Harriet asks why the count is 168, not 180, and the answer cites 34 CFR 600.2, the schedule and the outline. If she disagrees with a finding, she overrides it with a reason code.

  6. 06Certified October 16

Completion and placement against 70%, with the arithmetic and in aggregate

Tomás Reyes · Institutional research analyst

2025 cohort: 78 entered, 63 completed within 15 weeks (81%); one completer ordered to military service is excluded; 46 of 62 were employed in the second quarter after exit (74%), from the 2026 Q2 state wage file. Tomás certified the rates at 11:40 AM on October 16. Medical Coding Specialist, at 70.4% placement, waits for him, because it is within two points of 70%.

Earnings outlook for 2030–31: median $36,880 minus $23,475 (150% of the poverty line) is $13,405, against $1,640 in tuition and fees. It would pass today.

  7. 074:15 PM

The state packet signed, with a rule beside every claim

    Harriet Mbatha

Kayla Brooks, the Workforce Pell coordinator, prepared the packet on October 20 at 4:02 PM: eight sections and 31 citations, with completion and placement in aggregate and cells under 10 suppressed. Harriet ticks the attestation and signs at 4:15 PM. Dr. Celeste Moreau, Vice President of Instruction, approves submission at 4:32 PM, and the packet goes to the state approval portal at 4:33 PM, with a decision due December 11.

Approve stays locked until the dean signs, and the same person never does both.

  8. 08Due October 28

A question from the state, answered from three employer letters

    Packet agent

Seven programs are preparing for the November 13 window, five are with the state and two are approved by the Department. For Emergency Medical Technician the state asked for at least two employer statements on hiring requirements. The Packet agent found three employer letters in document management and drafted the answer with the program's 78% placement rate, for a person to approve and send.

  9. 09The same day

Title IV confirmed only after the Department approves

Denise Caldwell · Director of financial aid

Structural Welding I has passed every gate: dean signed, vice president approved, state certified, Department approved. The Aid Setup agent drafted its setup in the financial aid system, 320 clock hours over 12 weeks in two payment periods of 160 clock hours and 6 weeks each under 34 CFR 668.4(c), and Denise confirms it, so it can be packaged from November 2. Phlebotomy Technician stays locked.

Phlebotomy Technician: locked, with the state since 4:33 PM.

  10. 10Audit-ready

Every reading, signature and certification on one trail

    Harold Pyne · Internal auditor

The dean's signature, the vice president's approval, the rate certification with reason code WP-03 and each agent's overnight reading sit on one append-only trail, kept 3 years after the award year under 34 CFR 668.24. Harold filters it by people, agents, signatures or program, and exports an evidence pack for the state reviewer, the Department, the accreditor or internal audit.

Seven agents count the hours, measure the outcomes and write the packet; the dean signs, the vice president approves and financial aid confirms.

Eligibility coordinator

Runs the other agents for each program in order, keeps the state window clock, and raises tasks and escalations.

  • Never decides a check
  • Never submits anything
Program Reader agent

Counts clock hours and weeks of instruction from course outlines and section schedules, to the federal definition, and watches every new section for drift from the approved length.

  • Never uses credits or catalog hours when a schedule exists
  • Below 0.90 confidence, a person reads the page

Checks the credential is recognized, portable across more than one employer, and stackable with academic credit.

  • Never assumes credit without a signed agreement
Packet agent

Assembles the state packet with a rule beside every claim, tracks state and federal review, and drafts answers to the state's questions.

  • Never signs or submits
  • A person approves every send

Ask in plain words

Ask about any program, rule or packet

From a program's review, anyone can ask the agents in plain words. Every answer cites the rule and the page it came from.

Why 168 and not 180?

The catalog adds 180 contact hours. Two parts are not clock hours as written: the Saturday lab runs 8:00 AM to 12:30 PM, and its last 30 minutes is not a clock hour under 34 CFR 600.2, so it is 40, not 45. The externship guarantees 48 hours, not 55. 80 + 40 + 48 = 168.

Who hires a completer?

Three employers state in writing that they hire certificate holders as phlebotomists, which also shows the credential is portable across more than one employer. 46 of 62 completers were employed in the second quarter after exit.

What if a section runs 9 weeks?

It would stay inside the rectangle, since 9 is at least 8. But a change in weeks changes the approved length, and the one-year clock would start again for the new length. I watch every new section and would raise it before registration opens.

Is Commercial Truck Driving ready for Workforce Pell?

Not as it runs today. Commercial Truck Driving, CDL Class A is 160 clock hours over 4 weeks, below the 8-week minimum. I have a proposal that keeps the hours and changes the weeks; it would need a year at the new length before the Department approves it.

Questions

What workforce deans and aid directors ask us.

What are the Workforce Pell grant program requirements?

Under the final rule (91 FR 29254, 34 CFR 668.8 and 690.92), an eligible workforce program runs 150 to 599 clock hours over at least 8 and fewer than 15 weeks, has been offered for a year at that length, and shows at least 70% completion within 150% of normal time and at least 70% of completers employed in the second quarter after exit. It leads to a recognized, stackable and portable credential for an in-demand occupation, no more than 25% of it is taught by another organization (50% within a Registered Apprenticeship), and it needs the governor's and then the Department's approval.

What programs are eligible for Workforce Pell?

Short noncredit and workforce programs that fall inside the hours-and-weeks rectangle and pass every other check. At Brandvale Community College, the sample college in the working solution, 26 of 41 programs sit inside the rectangle and 14 pass every check; the rest show the one rule they miss, such as "below 8-week minimum" or "38% taught by another organization, over 25%".

How are clock hours counted for Workforce Pell?

A clock hour is 50 to 60 minutes of instruction in a 60-minute period (34 CFR 600.2), so catalog contact hours and credits are not used when a schedule exists. The Program Reader agent counts from the section schedule and cites the page: Phlebotomy Technician is 168 clock hours, not the catalog's 180, and the screen explains the 12-hour difference.

What if a program falls just outside the rule?

The agent proposes the smallest schedule change that brings it inside and dates it against the rule that a program must run a year at the new length. For Commercial Truck Driving, CDL Class A, that is 8 evening weeks instead of 4 day weeks, still 160 clock hours, with the earliest request in January 2028. The dean sends it to the program lead or declines it with a reason.

How does a program get state and federal approval for Workforce Pell?

The Packet agent writes the state packet with a rule beside every claim; the dean signs, the vice president approves submission, and it goes to the state approval portal. The governor certifies the program, the Department of Education approves it, and only then can the director of financial aid confirm the Title IV setup. The submissions screen tracks each stage with its clock.

Does it use student-level data or name students?

No student is named on a screen or in a packet. Completion and placement are shown in aggregate with cells under 10 suppressed, and completer lists go to the state only through its secure exchange, under 34 CFR 99.31(a)(3) and 99.35.

Do people stay in control of the decisions?

Yes. The agents read, count, compare and draft; they never certify a rate, sign, submit or turn on packaging. Institutional research certifies every rate, the dean signs every packet, the vice president approves every submission, and a person who overrides a finding records a reason code.

How long does it take to go live?

The Agentic Solution Engine builds and deploys it from your requirements and documents, such as your program list, section schedules, outcome reports and your state's approval process, and it goes live once every quality gate has passed. We will walk you through it on your own programs first.

See it on
